As a Public Utilities Specialist (Transmission Scheduling), you will:- Participate in the identification, design, development, and implementation of more efficient methods to deliver scheduling products and services.
- Provide expert advisory service and authoritative policy interpretations on highly complex scheduling issues.
- Coordinate hourly sales and purchases of transmission throughout Canada and the Continental USA.
- Recommend to management and scheduling utilities optimum time for scheduling such Pacific Intertie restrictions.
- Advise transmission dispatchers, outage dispatchers, and scheduling personnel on all matters pertaining to scheduling matters.

Conditions of Employment:- Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- Work is performed seven days per week in 12 hour rotating shifts; Shift #1 0600 to 1800, Shift #2 1800 to 0600 or an 8 hour Shift #3 0800 to 1630 (for special projects, duty scheduler maybe assigned to shift #3 for an extended period of time).
- Real time schedulers are a DOE Mission Essential Function (MEF) and may be assigned to Portland-Vancouver, Spokane, Dittmer, or Munro locations either as a primary duty station or temporarily on a daily, weekly, or monthly basis for training or when the primary duty station is not available.
- This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Transmission Function employees.
- The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles.
QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service.
Specialized experience for this position is defined as: 1) experience managing and implementing electric utility industry scheduling practices, standards and procedures; 2) experience assisting in the development of new and updated scheduling processes in order to implement new requirements and improve efficiencies of existing processes; 3) reporting and documenting utility scheduling issues and concerns in order to meet organizational goals and objectives.GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service.
Specialized experience for this position is defined as: 1) experience managing and implementing electric utility industry scheduling practices, standards and procedures; 2) experience leading the development of new and updated scheduling processes in order to implement new requirements and improve efficiencies of existing processes; 3) providing expert technical guidance on electric utility scheduling issues and concerns in order to meet industry organizational goals and objectives."Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
