A successful candidate for this position will serve as a Public Utilities Specialist to administer, design, develop, coordinate and test functionality, data processes, and systems used in conducting transmission commercial business.
DutiesAs a Public Utilities Specialist (Business Analyst), you will:- Administer the Transmission Services' commercial systems including configuration, modeling, validations, and user and customer management to ensure proper operation of the commercial business systems.
- Provide analysis, design, and implementation for commercial business systems and processes for Transmission Services.
- Provide help desk support and other communications to internal & external customers in support of the Transmission Services commercial business.
- Develop and provide internal and external training for Transmission Services commercial systems & processes.
- Lead and participate in structured change management practices for commercial systems and processes.
- Daily and weekly system checks to ensure operational compliance with agency policy statements, national and regional compliance standards including but not limited to WECC and NERC.

QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as:
Administer, design and develop systems and data processes in order to conduct commercial business within a utility transmission function."Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
