DescriptionVacancy is in the Public Safety Dispatch Center of the Emergency Services and Telecommunications Department. Under general direction, plans, supervises and participates in full-range of activities involving Hartford Public Safety Dispatch Center. Supervises Emergency Telecommunication Dispatchers on assigned shifts. Makes difficult decisions regarding the dispatch of fire, EMS and police services. Coordinates communications system activities on a short and long-term basis to provide personnel, materials and equipment necessary for project and objective implementation. Responsible for scheduling of personnel assigned to his/her shift to accommodate vacations, sickness and training programs in conjunction with union contract and departmental policy and procedures. Logs all emergency calls into database program and provides custom reports. Trains and counsels employees. Assists in employee selection and assures safe work practices.

This is a HMEA union position. Must be available for weekends, holidays and shift work. Shift assignment is based on seniority through a shift bid process.
Knowledge, Skills & AbilitiesThe examination will include rating your training and experience as described on your application and may include a written test, an oral test or a combination thereof. All parts of the examination, including rating and tests, will be related to the requirements of the position. The examination will be designed to measure:
Knowledge of:
- Telecommunication systems, hardware and communications principles and practices;
- Public administration principles and practices.
Ability to:
- Operate telecommunications equipment and provide dispatch services under stressful conditions, such as the handling of emergency calls or handling several calls in rapid succession;
- Supervise and train others in a work unit with command of excellent verbal and communication skills;
- Administer policies and procedures including scheduling, routine decision-making, and the completion of forms and reports;
- Establish and maintain effective working relationships with coworkers, City officials and the general public;
- Prepare reports clearly and concisely, orally and in writing.
QualificationsOpen to all applicants who meet the following qualifications: A high school diploma or GED equivalent. Six (6) years of experience in Public Safety Emergency Telecommunications. An associate degree and/or college may be substituted on a year for year basis for the experience requirement.
Certification in a APCO of the State of Connecticut Public Safety Telecommunication School, EMD Certification in a recognized State of Connecticut program, and NCIC/COLLECT certification are preferred.
A COPY OF YOUR DIPLOMA OR TRANSCRIPT MUST BE SUBMITTED WITH YOUR APPLICATION. A DEGREE OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT.If selected, you will be required to pass a physical examination administered by a city physician, a drug and alcohol screening, and a background check. If appointed, you will serve 12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
