Apply today!About the Job:The Public Policy Strategist and Manager synthesizes public policy research, aligns business strategy and operational execution to advance Montana State Fund's mission, vision, and values. This role serves as a trusted strategic policy partner and resource to leadership, translating complex political, economic, and market dynamics into decision-ready materials and recommendations.
Responsibilities:- Public Policy Research and Analysis: Tracks and analyzes state and regional policy affecting workers' compensation insurance. Conducts stakeholder mapping, interest group analysis, and environmental scans to inform long-range planning. Designs and facilitates planning sessions, workshops, and scenario-based exercises for leadership.
- Strategy Partnership and Development: Facilitates the creation of MSF's public policy and business strategy, developing structured plans, timelines, and logic frameworks. Deploys collaborative approaches to align internal leadership and external stakeholders around organizational goals.
- Executive and Operational Support: Synthesizes information into executive-ready briefs and issue papers. Applies organizational design, decision-rights frameworks, and governance principles to bring structure to ambiguous operational areas, driving efficiency and speed for executive decisions.
- Legislative Session Operations: Directs MSF's internal coordination during the 90-day biennial session surge. Oversees real-time bill tracking, rapid-turnaround research, hearing prep, and priority monitoring to maintain messaging consistency for the government relations and lobbying teams.
- Additional duties as assigned.
Required ExperienceMinimum Qualifications: Required:
- Bachelor's degree in political science, public policy, public administration, business, or a related field, and
- A minimum of five (5) years of progressive experience in strategic planning and policy analysis, and
- Demonstrated ability to translate complex or ambiguous information into clear, decision-ready written and verbal products for executive audiences.
Preferred:
- Previous experience and knowledge of workers' compensation.
Job location: This position requires occasional presence in the Helena, MT office.
Working conditions:Fast paced general office environment. Some stress may occur. Occasional travel is expected around organizational specific events or during the course of employment. Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, detailed verbal communications and fine finger manipulation for working with computer keyboards.
Compensation and Benefits:Starting salary for this exempt position begins at $98,400 - $123,000 per year.
