Title of Position: Public Health Services Manager F-SES

This is an internal promotional opportunity only. Only current DOH employees will be considered.

The Florida Department of Health is seeking an experienced public health professional to serve as the Community Health Director in Hillsborough County. This position will report directly to the County Health Department Director and will provide leadership and oversight for all community health programs. The position directly supervises 6 staff and provides planning, management, and leadership for community health programs at the DOH Hillsborough. This position requires knowledge of public health principles and possesses excellent leadership, management, and communication skills.

Your Specific Responsibilities:

• Provides assistance and works closely with the County Health department Director in all community health departmental matters.
• Supervises and provides guidance and direction for all Community Health Division programs.
• Engages community partners and facilitates multi-sector public health projects.
• Sits on the strategic planning committee and Performance Management Council.
• Facilitates and encourages quality improvement initiatives of the Community Health Division.
• Works closely with divisional program managers for development and oversight of all Community Health program budgets.
• Serves as liaison and represents health department on various committees, locally and statewide.
• Leads the development of our local Community Health Assessment and Community Health Improvement plan that aligns with the agency goals.
• Leads Public Health Accreditation efforts.
• Evaluates leadership development trainings, monitors DOH mandatory trainings, and provides oversight of the local Governance Structure (Employee, Community, Customer, Senior Leadership Team, Program Management Team, and Performance Management Council).
• Ensures proper evaluation of all employee issues related to discipline.
• Performs other duties as needed to meet the mission of the Hillsborough County Health Department.

Required Knowledge, Skills, and Abilities:

• Knowledge of public health, management principles and practices, administrative principles, and practices.
• Ability to supervise others
• Ability to plan, organize, and coordinate work assignments.
• Ability to make decisions and predicts how new events will affect individuals or groups within the organization.
• Ability to use Microsoft Office products (Outlook, Excel, Word, PowerPoint, Spreadsheet software)
• Ability to analyze problems and make timely and practical decisions.
• Ability to communicate effectively and apply applicable rules and regulations, policies, and procedures, and ensure a timely completion of all activities.

Qualifications:

Minimum:

• At least 5 years of experience in a public health or healthcare field.
• At least 5 years of supervisory experience with at least 3 direct reports.
• At least 5 years of work experience in administration and/or project management oversight.
• At least 5 years of public speaking experience with large audiences.
• At least 2-3 years of budget management experience.
• Proficient computer experience to include Microsoft Excel, Word, Outlook, Publisher, and PowerPoint.
• Must be a current Department of Health employee in good standing.

Preferred:

• A Master's or higher degree from an accredited college or university in a health-related field.
• Contract management or contract supervisory experience.
