Position Summary

The PTW and Behavioral Based Safety (BBS) Coordinator is responsible for supporting safe project execution through day-to-day management of Permit to Work (PTW) activities and behavioral-based safety initiatives. This role serves as a visible field safety leader, working directly with construction teams and subcontractors to ensure work is properly planned, authorized, and executed safely.

The position works closely with construction personnel, subcontractors, project teams, and HSE leadership to manage permit processes, coordinate high-risk activities, verify worksite conditions, and ensure compliance with safe work practices and project requirements.

In addition, the PTW and BBS Coordinator supports risk management, incident prevention, contractor coordination, field safety observations, and continuous improvement initiatives aimed at strengthening safety performance and operational excellence.

Key Responsibilities

Functional Responsibilities
  • Serve as the onsite coordinator and gatekeeper of the Permit to Work (PTW) system
  • Review, validate, and authorize permits for high-risk work activities
  • Support permitting activities for hot work, confined space entry, lockout/tagout (LOTO), working at heights, excavation, and other controlled work activities
  • Verify permits are supported by approved Job Safety Analyses (JSAs), method statements, and required controls
  • Coordinate work planning and activity sequencing with construction and subcontractor personnel
  • Perform field verification activities prior to work commencement
  • Monitor active work fronts to ensure compliance with permit requirements
  • Manage permit closure, handover, and documentation processes
  • Support behavioral-based safety initiatives and field observation activities
  • Promote safe work practices and positive safety behaviors across the site


Leadership / Management Responsibilities
  • Act as a visible safety leader in the field
  • Serve as a key point of contact between construction, subcontractors, and HSE leadership for safety-related decisions
  • Coordinate daily work activities among multiple subcontractors and project stakeholders
  • Facilitate communication regarding permit requirements, work sequencing, and safety expectations
  • Support safety engagement and workforce participation initiatives
  • Promote behavioral-based safety principles and continuous safety improvement
  • Provide guidance regarding permit compliance, risk controls, and safe work execution
  • Support contractor alignment with project safety objectives and requirements


Compliance / Operational Responsibilities
  • Ensure compliance with Permit to Work procedures and project safety requirements
  • Verify site conditions remain consistent with approved permit requirements
  • Ensure compliance with PPE requirements, housekeeping standards, and safe work procedures
  • Continuously assess site conditions to identify changing risks and hazards
  • Support incident investigations and root cause evaluations
  • Monitor behavioral and procedural safety performance indicators
  • Support implementation of corrective actions and lessons learned
  • Track permit deviations, near misses, unsafe conditions, and unsafe acts
  • Maintain accurate permit and safety documentation
  • Support compliance with company HSE standards, policies, and procedures


Qualifications

  • Bachelor's degree in HSE, Occupational Safety, Safety Engineering, Environmental Engineering, Industrial Engineering, Chemical Engineering, Environmental & Safety Management, or a related discipline
  • Minimum 2 years of experience in HSE training and program delivery
  • Experience supporting field safety activities and worksite risk management
  • Strong knowledge of Permit to Work systems and safe work practices
  • Proficiency with Microsoft Word and Excel
  • Experience using HSE digital systems and software
  • Strong communication and interpersonal skills
  • Ability to work effectively with construction teams and subcontractors
