The Provincial Manager, Contract Management provides strategic leadership and oversight for the end-to-end contracting lifecycle across Covenant. This role ensures that contracts with vendors, service providers, partners, and funders are aligned with organizational strategy, regulatory requirements, and risk tolerance. Description:

Reporting to the Corporate Director - Contracting, Procurement, Logistics and Supply Solutions, the Manager, Contract Management provides strategic leadership for Covenant Health's enterprise contract management program. This role develops and oversees the organization's contracting strategy, governance framework, policies, standards and approval processes, ensuring contracts support operational, clinical and organizational priorities. Working collaboratively with Legal, Supply Chain, Finance, Risk, Privacy, Information Technology, Clinical Operations and program leaders, the Manager ensures contracts meet legislative, regulatory and organizational requirements while balancing business and clinical needs. The Manager leads the full contract lifecycle from planning and negotiation through implementation, monitoring, renewal, and closeout. They establish performance measures, vendor management practices, and reporting to evaluate outcomes, manage contractual obligations, mitigate risk, and drive continuous improvement. The role also ensures strong controls, documentation, and audit readiness while promoting consistent contracting processes, tools, and training across the organization. As a people leader, the Manager builds and develops a high-performing team of contract professionals, fostering a culture of collaboration, accountability and service excellence. They lead complex negotiations with vendors, funders and external partners, provide expert guidance on contract strategy and support sound financial stewardship through cost analysis, budgeting and value-based decision making.

Required Qualifications:
Bachelor's degree in Business, Law, Supply Chain, Finance or related field. 10+ years in contract management, procurement, legal, or vendor management, 5+ of which involve leading teams and managing complex negotiations. Equivalencies in education and experience may be considered.

Additional Required Qualifications:
Strong financial and business acumen with experience evaluating contractual risk, conducting cost-benefit analyses and supporting strategic decision making with the ability to interpret pricing models, TCO and risk-reward tradeoffs. Experience leading organizational changes, implementing new contract management processes or technologies, and driving adoption across diverse stakeholder groups.

Preferred Qualifications:
Professional designation (SCMP, CPP, CPSM). Expertise in public sector/healthcare contracting. Demonstrated ability to develop, coach and mentor high-performing teams while fostering an inclusive, collaborative and service-focused culture. Experience establishing performance metrics, service level agreements and vendor performance frameworks to drive continuous improvement and accountability. Equivalencies in education and experience may be considered.
