This individual will oversee the entire proposal lifecycle, ensuring proposals are aligned with customer needs and L3Harris capabilities while maintaining compliance with industry standards. The ideal candidate is a strategic thinker with strong project management, communication, and writing skills and is capable of managing multiple proposals simultaneously.
Essential Functions:- Lead and manage the full proposal process, from initial opportunity identification through final submission, ensuring high-quality, proposals and ECP's that align with L3Harris IEC business objectives.
- Support fact-finding, bid strategy and negotiations.
- Work closely with internal stakeholders, including Engineering, Technical Services, Finance, and Business Development to gather relevant information and develop a FAR compliant and winning proposal.
- Develop, review, and refine proposal content to ensure clarity, persuasiveness, and adherence to customer requirements. Tailor proposals to highlight L3Harris IEC's capabilities and value proposition.
- Ensure all proposals meet DOD and FAR Requirements, company policies, and contractual requirements, mitigating risks associated with bidding and contract execution.
- Continuously refine and optimize proposal development strategies, templates, and processes to improve efficiency and success rates.
- Support BOE review and review of Price and Cost Analyses.
Qualifications:- Bachelor's Degree with 6 years prior experience, Graduate Degree with 4 years prior experience. In lieu of a degree, minimum of 10 years of prior related experience.
- 2+ years of project management experience.
Preferred Additional Skills:- Strong knowledge of DOD and FAR Requirements.
- Experience with cost and price analysis.
- Experience using Microsoft Project, PowerPoint and BOE Pro
- Strong Project Management skills and ability to manage multiple deadlines and stakeholders.
- Excellent verbal, presentation and written communication skills.
- Ability to work independently and collaboratively
In compliance with pay transparency requirements, the salary range for this role in California is $88,000 - $164,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
