CLASSIFICATION: Non-Exempt

 

POSITION OVERVIEW:

The Proposal Manager II is responsible for leading and managing the end-to-end development of complex, high-value federal contract proposals for Quanta Government Solutions (QGS), focused on opportunities with Bonneville Power Administration (BPA). This role leads cross-functional teams in the development of compliant, compelling, and competitive proposals in response to government solicitations, including Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Requests for Information (RFIs).

Serving as the primary point of accountability for proposal execution from bid decision through final submission, the Proposal Manager II ensures proposal activities remain on schedule, aligned with capture strategy, and compliant with all solicitation requirements. This role partners closely with Program Management, Operations, Finance, Legal, Estimating, and executive leadership across multiple operating companies to successfully execute strategic pursuits.

In addition to leading proposal development, the Proposal Manager II mentors junior proposal professionals, drives proposal best practices, supports continuous process improvement initiatives, and contributes to proposal strategy that strengthens QGS's competitive position within the federal marketplace.

The ideal candidate possesses exceptional organizational, leadership, writing, and communication skills, along with extensive experience managing multiple concurrent federal proposals in a fast-paced, deadline-driven environment.

What You'll Do
  • Lead the planning, coordination, and execution of multiple concurrent BPA contract proposals from pursuit approval through final submission.
  • Manage complex, high-priority proposal efforts while balancing competing deadlines, resources, and organizational priorities.
  • Analyze RFP, RFQ, and RFI requirements and develop compliance matrices, proposal schedules, and action plans to ensure complete solicitation compliance.
  • Partner with matrixed teams to develop proposal strategies, win themes, and competitive positioning.
  • Lead cross-functional proposal teams, including Operations, Engineering, Finance, Estimating, Contracts, Legal, Safety, Quality, and executive leadership from multiple operating companies and external partners.
  • Facilitate proposal kickoff meetings and color team reviews (Pink, Red, Gold, and Executive Reviews), driving action items to completion.
  • Develop, edit, integrate, and review proposal content to ensure clear, persuasive, and evaluator-focused responses.
  • Ensure proposals comply with Bonneville Purchasing Instructions (BPI), agency-specific requirements, and customer evaluation criteria.
  • Coordinate proposal inputs from teaming partners and subcontractors to ensure consistency, compliance, and timely delivery.
  • Collaborate with Finance and Estimating to align pricing strategies with technical solutions and proposal objectives.
  • Mentor Proposal Manager I employees by providing guidance on proposal planning, compliance, and proposal development best practices.
  • Recommend and implement improvements to proposal processes, templates, and content libraries that enhance proposal quality and efficiency.
  • Lead proposal debriefs and lessons learned sessions to drive continuous improvement across future pursuits.
  • Track proposal metrics, pipeline activity, and proposal outcomes to support organizational growth and performance.
  • Perform additional duties and responsibilities as assigned in support of business development and organizational growth initiatives.

Required Education and Experience

  • 8+ years of experience managing federal government contract proposals in a deadline-driven, cross-functional environment.
  • Demonstrated success leading complex federal proposals from opportunity qualification through final submission.
  • Strong knowledge of federal procurement processes, solicitation structures, FAR, DFARS, and agency-specific acquisition requirements.
  • Experience managing multiple concurrent proposal efforts with competing priorities and deadlines.
  • Experience partnering with Capture Management and Business Development to develop proposal strategies, win themes, and competitive positioning.
  • Exceptional writing, editing, and document management skills with the ability to develop clear, compliant, and evaluator-focused proposal responses.
  • Proven ability to lead and influence cross-functional teams across multiple organizational levels.
  • Experience mentoring proposal professionals and providing guidance throughout the proposal development lifecycle.
  • Excellent organizational, communication, project management, and problem-solving skills.
  • Ability to exercise sound judgment, resolve conflicts, manage proposal risks, and drive successful proposal outcomes.
  • Experience balancing compliance, quality, strategy, and speed across multiple simultaneous proposal efforts. 

Preferred Education and Experience

  • Experience supporting proposals for the Department of Energy (DOE) or other federal agencies.
  • Experience with capture management, strategic pursuit planning, and proposal readiness activities.
  • Experience using proposal development software such as Adobe InDesign or similar proposal management tools.
  • Bachelor’s degree in business, Communications, Engineering, Construction Management, or a related field; equivalent experience will be considered.

 

LICENSES / CERTIFICATIONS:

 

Preferred Licenses / Certifications:

  • APMP (Association of Proposal Management Professionals) and/or SMPS (Society of Marketing Professional Services) Certification.

 

SUPERVISORY RESPONSIBILITIES:

  • May provide coordination and task management for proposal team members and contributors across multiple departments.

 

TRAVEL REQUIREMENTS:
