Job Description

PURPOSE OF POSITION

Manages the entire process of producing winning responses to mostly DoW RFPs. Leads the entire process of proposal development as well as production to include assisting in upfront capture and strategy development, refining and articulating win themes and discriminators, developing strategies for competitive positioning, contributing to cost/price strategies and cost buildups through the various stages of requirements and proposal development, team reviews, and final proposal production.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree or equivalent combination of education and experience..

Training and Experience: Minimum of five (5) years proposal development experience supporting federal programs. Extensive documented experience with all aspects of producing winning proposals for Federal Agencies in response to formal RFPs, up to and including Final Proposal Revisions (FPRs) and Best and Final Offers (BAFO) for federal customers such as DoD, FAA, and others.

Experience managing proposals for US Navy, US Air Force, US Army, GSA MAS, IDIQ Task Orders, and Sole Source bids is preferred.

Skills: Possess exemplary writing skills and able to produce final draft/copy-edited and error-free and technical-based solution materials (text and graphics) for complex customer requirements. Excellent interpersonal and leadership skills, demonstrated initiative and attention to completeness, accuracy, and detail. Highly motivated and a self-starter with the ability to manage concurrent proposal assignments and function in time-sensitive situations.

Experience supporting Department of Defense (DoD), FAA, or other federal agencies. Experience within aviation, training, simulation, defense, or professional services environments. Familiarity with Shipley proposal methodologies. Experience supporting both capture and proposal development activities. Exposure to AI-enabled proposal development tools and emerging proposal technologies.

Willingness to travel for business - up to 10%.

Computer Skills: Expert user in MS Office and Adobe products, including but not limited to MS Word, MS Excel, MS PowerPoint, Acrobat, and etc.
DUTIES AND RESPONSIBILITIES
  • Lead proposal efforts from solicitation release through final submission.
  • Develop proposal schedules, compliance matrices, and review plans.
  • Coordinate cross-functional contributors to ensure timely completion of proposal deliverables.
  • Manage color team reviews and incorporate feedback into final proposal products.
  • Ensure proposal compliance with customer requirements, evaluation criteria, and submission instructions.
  • Review and edit proposal content for clarity, responsiveness, consistency, and accuracy.
  • Maintain proposal artifacts, templates, past performance information, and reusable content libraries.
  • Support pre-solicitation planning activities, including opportunity assessments and proposal readiness efforts.
  • Track proposal progress, identify risks, and communicate issues requiring leadership attention.
  • Contribute to the ongoing development and improvement of CTI's proposal management processes.
  • Performs other incidental and related duties as required and assigned.
