The RoleEnerMech is seeking an experienced Proposals Engineer to strengthen our Houston based team. The ideal candidate will have strong technical experience, a solid understanding of cost estimating, and proven track record working in Pipeline and Process Services.
The Proposals Engineer will lead the end-to-end tendering process, ensuring each proposal is compliant, competitive, and aligned with Client requirements and our core values. You will collaborate with a team of experts, drawing on their knowledge while contributing your own expertise to each bid you work on.
Responsibilities- Develop a range of technical methodologies, equipment lists and cost estimates within the Pipeline and Process business line
- Attend Client pre-bid meetings and site visits, documenting relevant scope, technical, commercial, and operational information communicated by the Client
- Lead and coordinate the preparation of proposal documentation, integrating the basis of estimate, scope definition, contract qualifications, and other required inputs
- Review and interpret client documents, drawings, specifications, and technical scope requirements to develop appropriate methodology and equipment spreads
- Collaborate with technical, engineering, and cross-functional teams to develop technically and commercially appropriate client solutions while meeting tender deadlines
- Prepare comprehensive cost estimates covering all required components, including management services, equipment, materials, construction, operations, obtain vendor quotations and negotiate where appropriate
- Collaborate with Business Development to understand win strategy and Client expectations
- Coordinate with relevant departments to compile and respond to tender clarifications where applicable.
- Prepare supporting tender deliverables, including layout drawings, bid review documents, schedules, and tracking documentation
- Submit Client Terms and conditions through EnerMech portal for Legal Counsel to review
- Review of pricing preamble conditions set out in Client documentation and provide qualifications where applicable
- Be part of all negotiations during the tendering phase, your input matters
- Completed both technical and commercial qualifications in collaboration with relevant departments as part of the tender submission
The Requirements- Knowledge of estimating practices
- Knowledge of Pipeline and Process services such as Nitrogen Leak test, Retro jetting, Pigging, Hydrotest, Dewatering, Umbilicals etc.
- Relevant technical knowledge specifically in Pipelines and Process Services and able to write methodologies
- Accuracy and ability to work to fast paced/tight deadlines
- Proficiency with Microsoft office suite including Word, Excel and Powerpoint
