Responsibilities & QualificationsTYLin's Falmouth, ME office is seeking a Title Specialist to support transportation-related right-of-way services within the Roads + Highways Sector. This position involves paraprofessional support work associated with title abstraction, including investigating, researching, reviewing, and interpreting property records, recorded instruments, deeds, plans, plats, easements, legal descriptions, statutes, and other legal or public record sources to assist with the determination and documentation of property ownership, rights, and right-of-way limits. Responsibilities include assisting Project Managers and other technical staff with complex right-of-way and title-related research; preparing title abstracts, ownership summaries, right-of-way documentation, condemnation support materials, and other legal or technical documents for review, approval, and use by appropriate project staff or counsel. Work is performed with limited supervision and requires strong attention to detail, sound judgment, organization, and the ability to communicate research findings clearly and accurately.
Responsibilities & Qualifications- Research, analyze, and evaluate complex legal and public record materials, including deeds, easements, plans, title references, statutes, recorded instruments, and other property-related documents, to support title abstraction and right-of-way project documentation.
- Abstract complex recorded instruments, property records, and legal documents to compile accurate ownership, encumbrance, easement, right-of-way, and parcel history information.
- Analyze title information to identify current owners, parties of interest, easement holders, lienholders, mortgagees, tenants, abutters, and other parties requiring notice, coordination, compensation, or documentation.
- Interpret and explain applicable laws, regulations, policies, procedures, record references, and right-of-way requirements to provide information, clarification, and support project decision-making.
- Prepare title abstracts, ownership summaries, parcel files, right-of-way documentation, acquisition support materials, and related reports for review and use by Project Managers, technical staff, clients, and legal counsel.
- Draft or support the preparation of closing and acquisition-related documents, including deeds, easements, agreements, releases, tax information statements, notices, and other similar documents necessary to support right-of-way actions.
- Compile and prepare complex legal and technical documentation, including notices, findings, summaries, exhibits, condemnation support materials, and other similar materials needed for right-of-way acquisition, surplus property, or project documentation.
- Coordinate and communicate with Project Managers, attorneys, clients, public agencies, municipal offices, registries of deeds, surveyors, property owners, and other stakeholders to obtain information, clarify title issues, and support resolution of project needs.
- Make recommendations and provide assistance to Project Managers, attorneys, clients, and technical staff based on title research, ownership analysis, record review, and right-of-way documentation requirements.
- Attend project meetings, administrative meetings, hearings, or other proceedings as needed to provide title research support, documentation assistance, and follow-up on property or right-of-way issues.
- Organize and maintain title research files, parcel documentation, record references, correspondence, and project materials in accordance with company and client procedures.
- Perform other title abstraction, right-of-way, documentation, and Roads + Highways Sector assignments as needed.
QUALIFICATIONS (INCLUDING EDUCATION and JOB EXPERIENCE):- 15+ years of experience in title research, title abstraction, right-of-way, real estate, paralegal, legal support, survey support, or a closely related field preferred.
- High school diploma required
- Knowledge of applicable state and federal statutes, regulations, case law, administrative requirements, and client procedures related to property acquisition, title, right-of-way, and public infrastructure projects.
- Ability to understand, explain, and interpret statutes, regulations, policies, procedures, record references, title findings, and right-of-way requirements.
- Ability to communicate effectively, write clearly, and present title research findings, recommendations, and documentation needs in a professional and organized manner.
- Strong organizational skills, attention to detail, sound judgment, discretion, and the ability to work independently with limited supervision.
- Experience with MaineDOT, Maine Turnpike Authority, or other public infrastructure right-of-way projects is desirable.
