Responsibilities & QualificationsTYLin's Falmouth, ME office is seeking a Property Title Manager to lead and oversee title and property research activities supporting transportation-related right-of-way services within the Roads + Highways Sector. This position is responsible for managing complex title research and abstraction assignments, overseeing the preparation and quality of title and right-of-way documentation, and providing technical direction to project teams.
The Property Title Manager will serve as a senior subject matter resource for property ownership, title, easement, right-of-way, and acquisition matters. Responsibilities include directing and reviewing title research, resolving complex title issues, coordinating with Project Managers, attorneys, clients, public agencies, and other stakeholders, and ensuring project deliverables are accurate, complete, and consistent with applicable laws, regulations, client requirements, and project procedures.
The position will also provide technical direction, workload coordination, training, and mentorship to Title Specialists and other staff supporting title and right-of-way activities. The Property Title Manager will support project scoping, resource planning, quality standards, and client relationships and may contribute to proposals and business development activities as needed.
Work requires a high degree of independence, sound judgment, strong organizational skills, and the ability to manage multiple priorities while providing clear recommendations and solutions on complex property and right-of-way matters.
Responsibilities & Qualifications
- Lead and oversee title research and abstraction activities for complex transportation and right-of-way projects, including the review and interpretation of deeds, easements, plans, plats, legal descriptions, recorded instruments, statutes, and other property records.
- Develop and recommend title and right-of-way research strategies for complex projects and advise Project Managers and clients on potential title, ownership, acquisition, and documentation risks.
- Provide technical direction and quality oversight for title research, ownership determinations, parcel histories, easement research, encumbrances, and right-of-way documentation.
- Establish and maintain quality standards and procedures for title research, abstraction, and right-of-way documentation and ensure consistent application across projects.
- Review and approve title abstracts, ownership summaries, parcel files, right-of-way documentation, acquisition materials, and related deliverables for accuracy, completeness, and compliance with project and client requirements.
- Analyze complex title and property issues and develop recommendations regarding ownership, easements, rights-of-way, liens, mortgages, tenants, abutters, parties of interest, and other matters affecting property acquisition or project delivery.
- Interpret applicable laws, regulations, policies, procedures, and client requirements related to property acquisition, title, right-of-way, and public infrastructure projects and provide guidance to project teams.
- Identify potential title, ownership, documentation, and right-of-way issues early in the project and recommend appropriate resolutions and next steps.
- Provide day-to-day technical direction, workload coordination, training, and mentorship to Title Specialists and other staff supporting title and right-of-way activities.
- Coordinate and communicate with Project Managers, attorneys, clients, public agencies, municipal offices, registries of deeds, surveyors, property owners, and other stakeholders to obtain information, resolve title issues, and support right-of-way acquisition activities.
- Manage and coordinate title-related assignments, priorities, schedules, and deliverables across multiple projects, ensuring work is completed accurately and within established project timelines.
- Support project scoping, fee development, staffing plans, schedules, and resource requirements for title and right-of-way assignments.
- Support the preparation and review of acquisition and closing documents, including deeds, easements, agreements, releases, tax information statements, notices, and other documentation required for right-of-way actions.
- Oversee the preparation and review of complex legal and technical documentation, including notices, findings, title summaries, exhibits, condemnation support materials, and other documentation required for right-of-way acquisition and project delivery.
- Participate in project meetings, client meetings, administrative meetings, hearings, and other proceedings as needed to provide technical expertise and support related to title and property matters.
- Support client relationships and business development activities by providing technical expertise, responding to title and right-of-way needs, and contributing to proposals and project pursuits as requested.
- Organize and maintain title research files, parcel documentation, record references, correspondence, and project materials in accordance with company and client procedures.
- Perform other title, right-of-way, property research, project management, and Roads + Highways Sector assignments as needed.
QUALIFICATIONS (INCLUDING EDUCATION AND JOB EXPERIENCE)
- 15+ years of progressively responsible experience in title research, title abstraction, right-of-way, real estate, paralegal, legal support, survey support, or a closely related field, with demonstrated experience leading or overseeing complex title and property assignments.
- High school diploma required; additional education in real estate, paralegal studies, legal studies, business, or a related field is desirable.
- Demonstrated knowledge of applicable state and federal statutes, regulations, case law, administrative requirements, and client procedures related to property acquisition, title, right-of-way, and public infrastructure projects.
- Strong knowledge of title research, property ownership, easements, encumbrances, legal descriptions, right-of-way acquisition, and related documentation requirements.
- Demonstrated ability to analyze complex title and property matters, identify potential issues, and provide sound recommendations and solutions.
- Experience reviewing and providing quality control over title abstracts, ownership reports, parcel documentation, acquisition materials, and related deliverables.
- Demonstrated ability to provide technical direction, guidance, and mentorship to other staff and coordinate work across project teams.
- Strong project organization and time management skills, with the ability to manage multiple assignments, priorities, and deadlines with limited supervision.
- Ability to communicate effectively with clients, attorneys, Project Managers, public agencies, property owners, and other stakeholders and to clearly explain complex title and property matters.
- Strong written communication skills and the ability to prepare and review professional technical, legal, and project documentation.
- Experience with MaineDOT, Maine Turnpike Authority, or other public infrastructure right-of-way projects is desirable.
