Full-Time Property Accountability Management Support Lead Hybrid

Position Overview
The U.S. Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) is responsible for all USSOCOM research, development, acquisition, procurement, and logistics. SOF AT&L works with Government, academia, and industry in meeting its mission to provide rapid and focused acquisition, technology, and logistics support to Warfighters, delivering the most effective capabilities to our Special Operations Forces.

The purpose of this contract is to provide contractor support personnel to assist the Acquisition Logistics Directorate (ALD) in implementing and systematically maintaining the Enterprise Logistics Management System (ELMS) Warehouse, Maintenance & Utilization (M&U), Inventory Control Point (ICP), Property Accountability (PA), and Materiel Management modules across all Special Operation Forces' supply support activities.

Essential Job Function
  • Provide strategic-level Enterprise Logistics Management System (ELMS) program implementation planning and reporting support to the ALD Director, Deputy Director, and Sustainment Cell Lead as required.
  • Plans, coordinates, and implements USSOCOM SOF AT&L's Property Accountability (PA), Implements other ELMS modules as they become available and sustains ELMS module requirements in support of USSOCOM end users.
  • Works with supported units, higher headquarters, and multiple supporting DoD and Special Operations Forces supporting activities to resolve property management and accounting problems, typically of a unique or technical nature.
  • Creates weekly, monthly, quarterly, and annual reports as required utilizing data visualization tools, ELMS data, and correlates with other LIS systems currently used by USSOCOM.
  • Performs activities in a variety of cross-functional areas including implementation, material management, operations, property accountability operations continuous improvement, and process optimization.
  • Maintains operational calendar, project plans, and creates presentations as required to satisfy inquiries, standard and non-standard reporting requirements.
  • Provides financial reporting information generated from the ELMS system to agencies within USSOCOM as required (for example: SOFM, FIAR).
  • Support the ELMS Information Owner (IO) as Assistant Information Owner (AIO) with coordination, validation, and approval of user access request packages into ELMS.
  • Employs matured interpersonal skills, such as action and solution-oriented approach to problem solving, to support ELMS implementation and operations in a fast-paced and fluid environment.
  • Actions the Government's intent with little to no direct guidance to achieve objectives.
  • Employs the entire Microsoft Office Suite capability to produce manage workload requirements and provide administrative work products.
  • Ensure all personnel are current with any APSR required training.
Minimum Qualifications
  • Require Secret Clearance on day one of performance
  • Bachelor's Degree required including coursework in logistics management, supply chain or business -related field. Associates degree with 5 years of Logistics/Warehouse experience.
  • Minimum 10 Years of combined experience with DOD or other federal agency in Financial Management, Program Management, IT, Material Management or Logistics, INCLUDING:
  • Minimum 7 years experience as a government warehouse manager
  • Minimum 7 years in personnel management of teams larger than twenty
  • Minimum 3 years experience in Major Command
  • Experienced in demand analysis, stock level management and casusative research.
  • DAU or service level trained Logistics or Acquisition Management
  • Must be proficient in Microsoft Office Suite
