About the Role:Assist in the planning, budgeting, designing and construction administration of rehabilitation, preventive maintenance, and new construction programs for various municipal services and facilities; assist in the preparation of engineering studies and provide municipal services information to the public.
What You'll be Doing:- Undertake the design, construction administration and project management of assigned in-house and consultant projects. Complete detailed designs, prepare or review plans, specifications, contract documents and cost estimates; coordinate utility relocations and property requirements; obtain approvals from governing bodies (such as the MOE, MTO, OMB, and MNR); coordinate tendering process and make recommendations on contract awards; administer contracts and supervise construction including preparation of progress and completion payments, approve project changes up to the contingency amount, resolve field construction problems and provide technical guidance to survey crew and construction inspectors.
- Represent the Department at public meetings and on committees and task forces, as required.
- Liaise with other departments, local Regional and Provincial Government officials and agencies in matters related to assigned projects and duties.
- Undertake construction inspection duties as required, including checking that the grades, alignment, materials, equipment and methods utilized by contractors are aligned with design plans and specifications and record all information pertinent to the project.
- Carry out engineering studies including the preparation of preliminary designs and cost estimates for providing various municipal infrastructure systems such as buildings, roads, sewers and/or watermains. For assigned consultant projects, provide direction and guidance and review consultants' reports, including designs, plans, estimates and calculations.
- Provide assistance to the public and utilities by replying to inquiries regarding City services.
- Prepare detailed designs and drawings utilizing computer-aided design/drafting (CADD) facilities.
- Assist in the evaluation of system deficiencies, and help establish priorities and assist in developing five-year maintenance and construction programs.
- Assist in the preparation and recommendation of annual expenditures required to maintain various municipal infrastructure systems at prescribed levels.
- Assist in the preparation of Annual Report for the Division and in the preparation and update of any inventory records or data.
- Perform other similar and related duties as required.
What's Required:- College Diploma (three (3) year) in civil engineering technology, architectural technology, or equivalent of education and experience.
- Certified Engineering Technologist or certified Architectural Technologist.
- Five (5) years of progressively responsible experience in planning, design, construction and maintenance of municipal infrastructures (civil, mechanical or electrical) with an emphasis on managing projects.
- Working knowledge of graphic workstations, CADD Systems and microcomputer systems.
- Demonstrated knowledge of the Occupational Health and Safety Act.
- Knowledge, training and experience with the Ontario Building Code, TSSA, ESA, ASHRA codes, building automation systems and security controls and/or knowledge, training and experience with the Ontario Provincial Standards and Ministry of Environment guidelines for municipal works.
- Annual participation in training, study and successful completion of ORGA, OBA or equivalent training courses.
- Strong problem solving and decision making skills and the ability to function effectively with minimal supervision.
- Well-developed communication skills and excellent customer service skills with the ability to liaise with key external and internal stakeholders.
- Demonstrated proficiency in Microsoft Office Suite software programs.
- Valid Ontario Driver's licence, Class "G", with a clean driving record.
