ResponsibilitiesPeraton is seeking a Project Staffing Rationale (PSR) Lead is assigned to Capture Operations and Excellence to support proposal efforts within the FEDSIM Center of Excellence (CoE). This role is critical in developing staffing strategies for large federal contracts, often valued between $100 million and over $1 billion.
As the PSR Lead, you will design and articulate a comprehensive staffing plan, ensuring alignment with technical solutions and customer requirements. You will collaborate closely with technical experts, pricing leads, Capture Managers, Proposal Managers, and other volume leads to craft a strong, data-driven staffing strategy that meets contract objectives.
KEY RESPONSIBILITIES:
- Lead the development and delivery of the Project Staffing Rationale, integrating insights from final TOR, technical plans, and solution architecture.
- Analyze government-furnished documents (RFIs, MADs, PWS, eRRs, RFPs) to construct compliant staffing plans tailored to each task area.
- Ensure staffing strategies align with technical solutions, fulfilling government requirements for roles, skills, and levels of effort.
- Draft, refine and apply Peraton CoE guidelines (SOPs) to maintain consistency and high-quality proposal content.
- Support the creation of slides and visual content to enhance the staffing section.
- Mentor and train team members, guiding them in the development of staffing rationale.
- Conduct after action reviews for all business opportunities, document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
- Interact routinely with all levels of leadership, staff, and customers, and follow through on tasking.

Qualifications
- Bachelor’s degree in communications, technology, business, or a related field and 12+ years of relevant experience (or 16+ years of relevant experience without a degree).
- 10+ years of experience supporting government programs and technical solutions.
- 5+ years developing staffing plans, job descriptions, required skills/certifications, Level of Effort (LOE), and Basis of Estimates (BOE).
- 3+ years of proposal development experience, including planning, writing, reviewing, editing, and responding to GSA FEDSIM solicitations.
- Strong leadership and collaboration skills, with the ability to solve problems and guide teams toward high-quality proposal content.
- Ability to manage multiple priorities independently in a fast-paced environment.
- Willingness to work onsite during critical proposal phases (Final TOR release), including evenings and weekends if necessary.
- Excellent interpersonal, problem solving, and business acumen.
- Ability to use automated tools such as Microsoft Office to present ideas, information, and reports.
- Ability to be onsite in Herndon, VA for quarterly training and proposal support.
- Willingness to travel, as necessary

CLEARANCE REQUIRED:
- Top Secret/SCI desired; not required.
Target Salary Range$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
