Position Overview
Resumes are being accepted for the position of Project Specialist, Facility Design and Construction with the Facilities and Energy Management reporting to the Manager, Facility Design and Construction. The successful candidate will be responsible for supporting Project Managers on major construction projects, and leading minor construction and renovation projects at City facilities. Key duties and responsibilities
- Support Project Managers in coordinating all phases of the project lifecycle.
- Monitor and provide updates to PM regarding project progress to ensure alignment with project objectives, scope, budget, and schedule.
- Track consultant and contractor deliverables to confirm timely and complete submissions and ensure notification to PM
- Coordinate the work of Architects, Consulting teams and Contractors to support the requirements of the project.
- Work with the PM on the preparation of tender documents and coordinating with purchasing.
- Liaise with Planning and Building for site plan approval and building permits, Engineering for site services, IT and other Departments with special needs, and with utilities, authorities and regulatory agencies as required.
- Review reports, conceptual designs, drawings and tender documents, and provide recommendations or concerns to the Project Manager to recommend changes.
- Maintain accurate and organized project records, including contracts, drawings, permits, and correspondence.
- Ensure all documentation aligns with the City's standards and record‑keeping requirements.
- Ensure that all safety and operational procedures are followed during work performance.
- Maintain and update contract administration documentation for assigned projects.
- Create and circulate meeting minutes for construction and coordination meetings.
- Track deficiencies and warranty items through final completion.
- Coordinate the collection of construction as built drawings, O&M manuals, warranties, and certificates during the close-out phase of projects.
- Support project handover to facilities, operations, or asset management teams.
- Work with the PM for coordination of move plans, furniture, and equipment fit outs.
- Ensure adherence to Accessibility, Asbestos, Mold, and OH&S Regulations.
- Maintain and update our corporate asset database for facilities.
- Perform other duties as assigned.
Qualifications and requirements
- Experience related to the duties listed above, normally acquired through the completion of a post-secondary education in Architecture, Engineering, Engineering Technology or closely related discipline and experience in construction and renovation projects within the ICI (Industrial, Commercial Institutional) Sector. Candidates with an equivalent combination of education and experience may be considered.
- Experience in project management (e.g. delivering on time, within budget, meeting a high standard of quality, and with energy savings targets met).
- Experience with contract administration including tender documents
- Must possess a valid ‘G’ driver’s license, have a good driving record and access to a vehicle. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.

- Excellent communications skills with the ability to communicate with all levels of staff, stakeholders and the public.
- Knowledge of the Building Code, Lien Act, OAA Document 6, CCDC, Bonding and Insurance, and other related documents would be an asset.
- Knowledge of proper construction procedures would be an asset.
- Ability to read and interpret detailed drawings and specifications
- Ability to handle confidential and sensitive issues and information.
- Experience with Microsoft Office (Word, Excel, PowerPoint and Outlook).
- Experience with Microsoft Project or other project management software.
- Experience with Bluebeam and other pdf software.
- Municipal or public sector experience would be an asset.
Hours of work35 hours per week, Monday to Friday, between the hours of 8:30 a.m and 4:30 p.m. This position is eligible for hybrid and flexible work arrangement options (as per current corporate policy).
