Job Description

The Project Procurement Manager I will lead a project procurement team, ensuring procurement activities comply with SOP's and project/department processes. Responsible for full life-cycle procurement including vendor management, contract negotiation, risk mitigation, and coordination with engineering, project management, and construction teams. This job will lead the negotiation of final contract terms, commercial pricing, and delivery schedules across all applicable procurement categories while exercising primary commercial authority in supplier negotiations to secure optimal value, risk allocation, and compliance with project objectives

Responsibilities

  • Lead, train, guide and oversee day-to-day work of the Procurement Specialist team to ensure compliance with all SOP's and project processes.
  • Lead RFPs, commercial bid evaluations, and supplier negotiations for highly complex and highly critical events for Engineered Equipment, construction service providers, major subcontractors and major commodity suppliers.
  • Set up and maintenance of project SharePoint folders, procurement RFP software and templates.
  • Maintain ongoing communication with the Supply Chain Project Manager by delivering timely updates on package status, proactively identifying issues and potential risks, and outlining impacts to the overall project schedule along with recommended mitigation actions.
  • Collaborate with Category Managers and Procurement Strategy team on the development of procurement strategies for major spend categories.
  • Responsible for the analysis and execution of post-award change orders.
  • Engage and maintain supplier relationships on awarded contracts, communicate with key internal and external stakeholders on status updates, ensure suppliers are meeting their contractual obligations and maintain transparency with the Project Management Team.
  • Leads the Project Management Team by reviewing schedules, updating the procurement status report, reviewing earned value calculations, assisting with progress and productivity reporting.
  • Lead negotiations on final contract terms, pricing and schedule across all relevant spending categories. Interface with Legal, Commercial and PMT to manage any subsequent change to the contract.

Qualifications

Education:
  • Bachelor's degree in business, Management, Supply Chain Management, Engineering or related field
  • Applicants are permitted to substitute bachelor's degree for 10 years of additional related procurement experience.

Experience:
  • 5 years of related Procurement experience.

Preferred:
  • Fifth year college or university for professional certification
  • 10 years of related experience


Supervisory Responsibilities:
  • This will include direct supervision of 3 or more full-time employees.


Knowledge, Abilities and Experience:
  • Knowledge of data entry accuracy.
  • Skill in accuracy, oral communication, interpersonal communication.
  • Ability to utilize a computer.
