DescriptionVacancy is in the Custody of Funds Unit of the Treasurer's Office. Under administrative direction of the City Treasurer, assists with the daily management of the Custody of Funds Unit. Assists with maintaining the Treasurer's Office's financial literacy program. Manages online payments for all City departments. Responsible for updating bank and general ledger reconciliations, notifications of insufficient funds (NSF), and chargebacks to all departments. Works with other departments to ensure proper accounting and resolution of outstanding items. Prepares Other Post Employment Benefits Trust (OPEB) agenda and necessary materials for the pension commission. Assists management with financial analysis and control for cash management desk. Escheats the City's unclaimed funds to the State of Connecticut. Responsible for reading and evaluating project proposals. This is a HMEA union position. The hours of work are 40 per week and the above salary includes 5% in lieu of overtime. Knowledge, Skills & AbilitiesThe examination will consist of rating your training and experience as contained on your application and may include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure:
Knowledge of:- Project Management concepts, principles and practices.
- Federal, State, and Municipal laws and regulations related to project activities.
- The principles and practices of grant management, fiscal management, budgeting, investments, and other related assignments within Municipal management, budget, and grants.
Skill in:- Performing complex analyses and research independently.
- Utilizing Microsoft Office products, including Word, Excel and PowerPoint.
Ability to:- Lead other professions in the functions of project management.
- Plan, assign, and supervise the work of subordinate professional staff.
- Locate and compile information, data, or facts from specialized sources.
- Apply contractual language, as needed, to ensure compliance.
- Establish and maintain effective working relationships with government officials, business representatives and the general public.
QualificationsOpen to all qualified applicants that meet the following qualifications:Bachelor's degree from an accredited college with major coursework in Public Administration, Business Administration, Economics, Finance, Accounting, Public Policy, Project Management or a closely related field
ANDthree (3) years of full-time, responsible professional experience significantly related to Finance, Investment Management, Accounting, Public Administration, or Project Management.
In the absence of a four-year degree, full-time, professional direct experience in the specific area of assignment may be substituted for the above educational requirement on a basis of one (1) year of experience for each year of the educational requirement.
