Job DescriptionCOLSA is seeking a Project Manager, Studies & Analysis (SAaR) in Dayton, Ohio, to lead Studies and Analysis operations in support of the EPASS Mobility contract. The successful candidate will oversee multiple SAaR projects and serve as the primary interface with Government customers while ensuring successful contract execution, personnel management, and customer satisfaction.
Principal Duties and Responsibilities - Lead Studies and Analysis (SAaR) operations supporting the EPASS Mobility contract
- Manage multiple concurrent SAaR projects, ensuring technical performance, schedules, budgets, customer requirements, and Contract Data Requirements List (CDRL) deliverables are executed successfully
- Provide direct supervision, hiring, and performance management for SAaR personnel
- Serve as the primary interface with Government customers regarding execution, staffing, and technical performance
- Develop and maintain effective working relationships with Government customers, subcontractors, and internal stakeholders
- Support customers in the development of study requirements, Performance Work Statements (PWSs), and other acquisition planning documentation
- Manage subcontractor performance and coordinate activities across internal and external project teams
- Support business development activities, including opportunity identification, proposal development, and contract recompete efforts
- Coordinate project staffing, resource allocation, budgets, and risk management activities
- Ensure compliance with contractual requirements, corporate policies, and applicable quality standards
- Perform other duties as assigned.
Required ExperienceRequired Qualifications- Bachelor's degree or higher in a related field
- Minimum of eight (8) years of related functional area experience, including at least three (3) years of direct project or program management experience
- Knowledge of U.S. Air Force acquisition processes and DoD 5000 Series acquisition guidance
- Experience managing project schedules, budgets, staffing, technical performance, and contract execution
- Experience building and maintaining effective relationships with Government customers
- Strong proficiency with Microsoft Office Suite, including Word, Excel, Outlook, PowerPoint, and Teams
- U.S. Citizenship required
- Active Secret security clearance required
Preferred Qualifications- Master's degree in a related field
- Experience supporting ACAT I, II, or III acquisition programs
- Experience supporting Studies and Analysis (SAaR) projects or programs
