About the Position:
GPTech is seeking an experienced Project Manager (PM) to support the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) Infrastructure Upgrades Program. The Project Manager will provide comprehensive project management oversight throughout the construction phase, serving as the primary liaison between the VA Contracting Officer Representative (COR), design teams, construction contractors, and facility stakeholders.

The Project Manager will be responsible for managing project scope, schedule, budget, risk, communications, and quality while ensuring successful delivery of complex healthcare infrastructure projects supporting the VA's EHRM initiative. This position is full-time and onsite at the Montrose VA Medical Center in Montrose, NY, for the duration of the project.

Responsibilities:
  • Serve as the primary Project Manager supporting VA EHRM infrastructure construction projects.
  • Develop and maintain Project Management Plans, including communication, schedule, quality assurance, and risk management plans.
  • Monitor project schedules and budgets to ensure work remains on schedule and within authorized funding.
  • Coordinate with VA stakeholders, architects, engineers, contractors, and facility personnel throughout project execution.
  • Work with all stakeholders, including VHA authorities having jurisdiction and compliance committees, to de-conflict standards and develop consensus on appropriate solution to move project forward.
  • Lead project meetings, document meeting minutes, track action items, and facilitate issue resolution.
  • Monitor construction progress and identify schedule risks and critical path impacts.
  • Review project financial data, cost reports, payment applications, and change orders.
  • Assist the VA COR in evaluating project risks, claims, and potential disputes.
  • Maintain construction documentation, correspondence, project records, and as-built documentation.
  • Coordinate testing, inspections, commissioning activities, and project closeout.
  • Prepare a project management plan, including the communication plan, schedule management plan, quality assurance plan, risk management plan, and Project Tracking Reports in the VHA Capital Assets database.
  • Provide recommendations for improving constructability, schedule performance, and project delivery.
  • Ensure project activities comply with applicable VA standards, codes, regulations, and project specifications.
  • Support issue resolution while maintaining effective communication with all project stakeholders.


Minimum Qualifications:
  • U.S. Citizenship with the ability to successfully pass a federal background investigation.
  • Bachelor's degree in Construction Management, Engineering, Architecture, Project Management, Business, or a related field.
  • Minimum 7 years of project management experience supporting construction, healthcare, or federal infrastructure projects.
  • Experience managing construction budgets, schedules, and project controls.
  • Strong knowledge of construction administration and project delivery processes.
  • Excellent written and verbal communication skills.
  • Experience facilitating meetings and coordinating multidisciplinary teams.
  • Proficiency with Microsoft Office Suite and project management software (Microsoft Project, Primavera P6, or similar).
  • Strong organizational skills with the ability to manage multiple priorities simultaneously.

Preferred Qualifications:
  • Project Management Professional (PMP) certification.
  • Experience supporting Department of Veterans Affairs (VA) or other Federal healthcare construction projects.
  • Experience with the VHA Capital Assets database.
  • Experience supporting Electronic Health Record Modernization (EHRM) or healthcare infrastructure initiatives.
  • Familiarity with VA construction standards, commissioning, and capital asset management processes.
  • Experience with claims analysis, change management, and risk mitigation.
  • Active security clearance or ability to obtain one.


Salary Range: $100,000 - $150,000 annually (Pay Band 4A)
