Reporting to the Manager, LRT Implementation, this role provides leadership and project management expertise for the implementation and operational planning phases of the Hazell McCallion Light Rail Transit line (HML), with a focus on change management, contract management and the development of standard operating procedures. This role includes preparing and presenting various reports, developing plans and strategies to align with the City's strategic priorities and protecting the City's interests. This position will develop, review and approve HML project plans, agreements, monitor results and make evidence-based recommendations to Transit leadership. This position will develop policies, standard operating procedures and legislation that will directly support the long-term (30 years) operation of the HML. These agreements, polices, standard operating procedures and legislative changes will also be the framework for future extensions of the HML and other higher order transit projects in the City of Brampton.
KEY RESPONSIBILITIESPROJECT MANAGEMENT - Administer LRT implementation and operational planning tasks by leading and developing transition and operational plans from start to finish.
- Develop scope documents, plan related tasks, lead teams, mitigate risks, communicate with stakeholders, and monitor progress to deliver quality results and stakeholder satisfaction.
- Manage budgets and personnel related to various consultant tasks that support LRT implementation and operational planning.
- Coordinate across departmental boundaries and reviews timelines of other project deadlines to avoid conflicts.
- Create and maintain documentation and ensure necessary signoffs and approvals meet policies and confidentiality.
- Prepare and present various reports, including project status.
AGREEMENT DEVELOPMENT AND MANAGEMENT- Responsible for supporting and leading specific aspects of the various agreements between the City of Brampton, Metrolinx and the City of Mississauga that will support the operation of the HML.
- Develop plans and strategies to protect the City's interests including negotiations and agreements with the Province and other municipalities.
- Administer various operations and maintenance agreements, from drafting, negotiating, and implementing these agreements to monitoring performance, ensuring compliance, managing risk, and maintaining records, to protect the City's interests and achieve business goals.
- Create templates, analyze terms, resolve disputes, maintain records, and work with various operational, legal and finance teams.
- Provide reports and recommendations to senior management on agreement status, risks, and improvements
CHANGE MANAGEMENT- Review current business practices and revise policies and procedures to reflect changes in business practices to support the implementation and operations of the HML.
- Make recommendations to improve cost and efficiency and enhance service levels.
- Identify business process re-engineering opportunities and lead implementation.
- Ensure revised policies, procedures are in compliance with corporate standards, regulatory requirements and collective agreements.
- Anticipate future needs related to the implementation and operations of the HML and recommend strategic approaches to meet these needs.
- Review and develop standard operating procedures for all business units impacted by the HML operations.
- Advise and recommend changes to municipal regulations and by-laws impacted by the HML operations.
- Advise and recommend staffing changes to support the municipality functions for the HML operations.
- Maintain knowledge of collective agreements, City policies and practices, legislation, regulations, and Standard Operating Procedures.
LEADERSHIP- Manage external consultants to effectively administer operational planning initiatives.
- Identify tasks and assign responsibilities to ensure schedules and project deadlines are achieved.
- Liaise with other departments, municipalities, transit systems and external agencies on implementation and operational activities for the HML.
- Ensure all work is executed in accordance with relevant legislation and project specifications.
- Negotiate to ensure effective and efficient resolution of issues. Define any formal supervisory duties or informal guidance/mentorship expectations.
- Guide strategy, challenge ideas, advocate for innovation and improvements to business processes.
- Lead the resolution of complex problems that will benefit all of Brampton Transit and the City of Brampton.
- Assist in the preparation of the divisional budget by preparing cost estimates of future HML operating scenarios.
- Foster teamwork, find common ground and help others contribute effectively.
- Be accountable for the success of the various project deliverables.
- Prepare various reports including project status and budget reports.
- Present various reports to Council and field questions from members of Council.
- Set priorities and organize all work to meet deadlines and achieve divisional goals and objectives
PROFESSIONAL CONDUCT- Demonstrate corporate values at all times
SELECTION CRITERIAEducation:- Post-secondary degree or diploma in Business Management, Business Administration, Planning, Civil/Transportation Engineering or related equivalent 5-10 years of related experience.
Experience: - Minimum 7 years professional experience within a public transit environment.
- 3-5 years supervisory experience preferred.
- Knowledge of applicable legislation, policies and regulations (i.e. Collective Agreements, Occupational Health and Safety, Highway Traffic Act, City of Brampton By-laws etc.)
- Highly developed project management skills with an ability to handle multiple priorities.
- Outstanding interpersonal skills with an ability to deal effectively with multiple stakeholders and demonstrated sound conflict resolution skills. Proficiency on Computer programs, Microsoft Office and project and change management programs Strong report writing skills coupled with excellent presentation and negotiation skills.
