s our Recovery + Resiliency practice continues to grow, we are seeking an experienced Project Manager - Recovery + Resiliency to lead disaster recovery consulting engagements for federal, state, and local government clients. This remote, U.S.-based position will primarily support FEMA Public Assistance programs while also contributing to broader disaster recovery and resilience initiatives, including the Hazard Mitigation Grant Program and other federally funded programs.
The Project Manager will oversee client engagements throughout the full lifecycle of disaster recovery projects, including damage assessment, project formulation, grant administration, regulatory compliance, reimbursement strategy, project implementation, and closeout. This role requires a strong combination of technical expertise, project leadership, client relationship management, and strategic problem-solving to help clients maximize eligible funding while maintaining compliance with applicable federal, state, and local requirements.
The ideal candidate will have at least ten years of experience supporting federally funded disaster recovery programs, with significant expertise in FEMA Public Assistance and working knowledge of the Hazard Mitigation Grant Program. Experience supporting additional FEMA or federally funded recovery and mitigation initiatives is highly desirable.
In addition to leading client engagements, this individual will provide technical oversight and guidance to project teams and deployed staff, support business development activities, and serve as a trusted advisor to clients throughout the disaster recovery process. Success in this role requires exceptional leadership, communication, and stakeholder management skills, along with the ability to manage multiple complex projects in a fast-paced consulting environment.
Primary Responsibilities - Lead FEMA Public Assistance and disaster recovery projects throughout the full project lifecycle, from initial damage assessment and project formulation through implementation, reimbursement, and closeout.
- Serve as the primary client contact and trusted advisor, providing guidance regarding FEMA policy, project eligibility, documentation requirements, reimbursement strategies, regulatory compliance, and program administration.
- Prepare, review, and manage project documentation, including scopes of work, cost estimates, reimbursement requests, supporting cost documentation, time extension requests, scope changes, appeals, and closeout packages.
- Coordinate with applicants, recipients, FEMA representatives, contractors, engineers, consultants, and other stakeholders to support timely and effective project delivery.
- Ensure projects are administered in accordance with the Stafford Act, the FEMA Public Assistance Program and Policy Guide, 2 CFR Part 200, and other applicable federal, state, and local requirements.
- Identify eligibility, documentation, financial, and compliance risks and develop practical, defensible solutions that support program requirements while maximizing eligible reimbursement for clients.
- Provide technical oversight, leadership, mentoring, and day-to-day guidance to project teams and deployed staff.
- Support program management activities, including project tracking, schedule management, quality assurance, financial coordination, issue resolution, and client reporting.
- Monitor project performance, deliverables, budgets, and deadlines to ensure work is completed accurately, efficiently, and in accordance with client and program expectations.
- Build and maintain strong client relationships while facilitating effective communication among internal teams, government agencies, and external stakeholders.
- Contribute to business development efforts, including technical proposals, statements of qualifications, client presentations, and the identification of additional recovery and resiliency opportunities.
- Support other federally funded disaster recovery and hazard mitigation programs based on client and project needs.
Required Qualifications - Minimum of ten years of experience supporting federally funded disaster recovery, emergency management, grants management, or related public-sector programs.
- Extensive hands-on experience with the FEMA Public Assistance Program.
- Demonstrated experience managing FEMA-funded projects through damage assessment, formulation, obligation, implementation, reimbursement, and closeout.
- Strong understanding of FEMA policy, the Public Assistance Program and Policy Guide, the Stafford Act, 2 CFR Part 200, and related federal grant and compliance requirements.
- Experience working directly with federal, state, and local government entities, FEMA recipients and applicants, and FEMA representatives.
- Proven ability to lead client engagements, manage complex projects, and guide multidisciplinary or geographically dispersed teams.
- Strong analytical and problem-solving skills, including the ability to identify compliance risks and develop practical, defensible solutions.
- Excellent written and verbal communication, organizational, presentation, and client relationship management skills.

Preferred Qualifications - Working knowledge of the Hazard Mitigation Grant Program.
- Experience with Section 406 Hazard Mitigation and Section 428 Alternative Procedures.
- Experience supporting additional FEMA or federally funded disaster recovery, mitigation, or resilience programs.
- Bachelor's degree in emergency management, public administration, business administration, engineering, construction management, or a related field. Equivalent relevant professional experience may be considered.
Location and Travel This is a remote, U.S.-based position requiring nationwide travel to client locations, project sites, and disaster-affected communities. Candidates should expect to travel approximately 50-75% of the time, depending on client needs, project assignments, and disaster response and recovery activities.
Travel requirements may fluctuate and could increase during active disaster response, recovery, or deployment assignments.
