Duties Summary

Positions in the Project Manager Series includes all classes of positions which reflect responsibility for the supervision and/or performance of professional work in planning, organizing, managing, implementing, and evaluating specific projects on behalf of a department. Positions in this series are accountable for all aspects of a project, ensuring that all products identified in the project scope are delivered on time and within budget. Positions also perform other related administrative duties such as managing the project budget, developing and monitoring contracts, and creating status reports.

Level II in the Project Manager series reflect one or a combination of two general types:

1. A full supervisor over a unit or team of lower-level positions engaged in the performance of professional project management work.

2. A senior project manager responsible for planning, organizing, managing, implementing, and evaluating one or more projects concurrently. Such projects are considered highly complex due to their extensive scope and impact to the State of Hawaii.

Examples of highly complex projects include those that:
a. Require oversight and coordination of multiple interdisciplinary project teams,
b. Combine the interests of State, federal, local, and or private stakeholders,
c. Have a major statewide impact,
d. Involve large budgets and complex sources of financing (e.g. Capital Improvement Project funds),
e. Pose a high risk to the project team and/or State (e.g. hazardous material remediation, political pressures, controversial in nature, heavy public interest/media coverage, endangered plant or animal species),
f. Have many unknowns (e.g. undefined requirements, overly broad scope),
g. Require coordination of multiple consultants and contractors, and/or
h. Possess heavy time constraints

This position determines project and program priorities; oversees all project components from conception to implementation; works directly with project staff and consultants to ensure that resources are appropriately utilized throughout project staff and consultants to ensure that resources are appropriately utilized throughout project phases and that the implementation schedule is managed to include operational changes and updates; visits work sites in order to monitor project progress; requests and allocates the appropriate resources needed for timely completion of all phases, upgrades, and modifications; participates in discussions with stakeholders to determine what functionality needs to be maintained or updated; communicates effectively with all stakeholders to ensure adherence to project expectations, milestones, and deliverables; conducts procurement procedures to hire consultants and contractors as required; manages contracts to ensure that contracts are performing in accordance with contractual commitments and obligations; manages oversight of all project tools, information, and document libraries; coordinates functional management activities, which may include business process analysis and re-engineering; maintains records and documentation pertaining to project decisions and significant modifications to the design and/or implementation of the project; coordinates and manages end-user testing; facilitates the development, implementation, and communication of new policies and procedures; provides advisory support to stakeholders and project staff; serves as a resource to community organizations and others concerned with project implementation and potential impacts; evaluates and refines operating procedures to improve the execution of projects; plans, assigns, and schedules work assignments of the unit; conducts training activities for staff; prepares correspondence and reports; and evaluates the work performance of subordinates.
Minimum Qualification Requirements

To qualify, you must meet all of the following requirements:

Legal Authorization to Work:The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States

Basic Education: Bachelor's degree from an accredited four-year college or university.

Specialized Experience: Four and one-half (4-1/2) years of progressively responsible professional experience planning, directing, managing, monitoring, and evaluating projects. Such experience must include determining project goals, scope, deliverables, timelines, costs, and resources; leading project teams; administering budgets and contracts; tracking project progress to ensure that milestones are met on time and within budget; documenting project progress; and identifying metrics for project evaluation.

Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience is required. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.

Driver's License Requirement: Applicants must possess a valid driver's license at the time of appointment.
