Project Manager II - TS/SCI Clearance Required - JBSA Lackland - San Antonio, TX

Job Description

The Project Manager II is responsible for planning, coordinating, executing, and delivering technical and operational services supporting the Operations Support Cyberspace Awareness and Response Services (OSCARS) contract. The Project Manager II oversees contract performance, manages resources and schedules, coordinates multidisciplinary teams, and serves as the primary interface with Government stakeholders while ensuring compliance with contract requirements and cybersecurity policies.

Job Responsibilities
  • Manage day-to-day execution of OSCARS task requirements.
  • Develop project plans, schedules, milestones, and resource allocation strategies.
  • Monitor contract performance to ensure quality, schedule, and performance objectives are achieved.
  • Serve as the primary interface between contractor personnel and Government leadership.
  • Coordinate with CORs, Program Managers, and technical stakeholders.
  • Conduct status meetings and provide project reporting, risk updates, and recommendations.
  • Maintain integrated project schedules and manage scope, priorities, and staffing.
  • Track milestones, deliverables, risks, and performance metrics.
  • Coordinate engineering, cybersecurity, and infrastructure activities.
  • Monitor SLAs, KPIs, and contract deliverables.
  • Support quality assurance, staffing coordination, transition activities, and continuous
  • Identify and mitigate project risks.
  • Support RMF compliance, audits, inspections, and corrective actions.
  • Monitor labor utilization and resource allocation.

Basic Qualifications

Security Clearance: Active TS/SCI

Education: Bachelor's degree in Business Administration, Project Management, Information Technology, Computer Science, Cybersecurity, Engineering, or a related discipline. Equivalent experience may be substituted.

Certification: CASP+, SecurityX, PMP, CAPM, or Project+

Experience:
  • Minimum of 5 years of project management experience supporting complex IT or cybersecurity programs.
  • Experience supporting DoD, Federal Government, or large enterprise technical programs.
  • Experience with project planning, scheduling, resource management, risk management, contract performance, customer engagement, quality assurance, and technical leadership.

Preferred Qualifications

  • Experience managing Air Force cybersecurity, Defensive Cyberspace Operations, or comparable 24x7 mission-support contracts involving geographically dispersed technical teams.
  • Demonstrated knowledge of Federal contracting practices, including task-order execution, contract deliverables, SLAs, KPIs, labor utilization, quality assurance, risk management, and Government reporting requirements.
  • Experience coordinating multidisciplinary engineering, cybersecurity, and infrastructure teams while supporting RMF compliance, audits, inspections, transition activities, and continuous process improvement.
