CONTIGENT UPON CONTRACT AWARD

Employment Type: Full-Time

Location: Remote (United States)

Travel Requirements: Estimated travel is expected to be up to 25%, although actual travel will be based upon Government tasking.

Position Summary

CFDay is seeking an experienced Program Manager to lead performance of a nationwide Federal Emergency Management Agency (FEMA) National Training and Education Division (NTED) contract supporting the National Preparedness Directorate.

The Program Manager will provide overall leadership, management, and oversight for contract performance, serving as the primary point of contact with the Government. This individual will be responsible for managing personnel, schedules, quality, contract deliverables, subcontractors, and customer communications while ensuring all contractual requirements are successfully executed.

The successful candidate will possess strong leadership, exceptional organizational skills, and experience managing Federal programs involving multiple stakeholders, geographically dispersed personnel, and complex technical deliverables.

Responsibilities

The Program Manager will be responsible for:
  • Serving as the primary interface between CFDay and the Government Contracting Officer's Representative (COR).
  • Providing overall management of contract performance, staffing, schedules, budgets (where applicable), and deliverables.
  • Leading project kickoff meetings, recurring status meetings, and performance reviews.
  • Developing and maintaining project schedules, staffing plans, and resource allocations.
  • Managing subcontractor performance and ensuring integrated execution across all team members.
  • Monitoring contract performance metrics and implementing corrective actions when necessary.
  • Reviewing and approving reports, deliverables, and technical work products prior to Government submission.
  • Coordinating recruitment, onboarding, and retention of qualified personnel.
  • Managing contract risks, issues, and mitigation activities.
  • Ensuring compliance with all contract requirements, quality standards, and reporting requirements.
  • Supporting the development of transition plans, staffing plans, and management documentation.
  • Maintaining effective communication with Government stakeholders throughout contract performance.
  • Supporting continuous process improvement initiatives.

Minimum Qualifications
  • Master's Degree from an accredited college or university.
  • Minimum of eight (8) years of professional experience managing projects or programs.
  • Demonstrated experience managing Federal Government contracts or large-scale organizational programs.
  • Experience supervising multidisciplinary teams.
  • Strong written and verbal communication skills.
  • Experience preparing executive-level reports, presentations, and briefings.
  • Proficiency using Microsoft Office products including Word, Excel, PowerPoint, and Outlook.
