- An associate's degree AND five (5) years of qualifying experience* OR
- A bachelor's degree AND three (3) years of qualifying experience*; OR
- A master's degree AND two (2) years of qualifying experience*; OR
- A J.D. AND one (1) year of qualifying experience*; OR
- A Ph.D.
*Qualifying experience for Project Manager 2 must include:- Planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and, closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
Competitive Minimum Qualifications:You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
For 52.6 transfer to Project Manager 2, SG-23, you must have one year of permanent competitive, or 55-b/55-c service in a qualifying title.

Non-Competitive Promotion (NCP) Qualifications: You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Project Manager 1 (full journey level, SG-18).
NCP Notes: If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
Preferred Qualifications/Knowledge, Skills and Abilities: - Experience in Organizational Change Management Project Management.
- Experience in supervising staff or work activities.
- Demonstrated ability to prepare, understand and interpret often complex written materials, and design and present curricula to diverse audiences.
- Excellent oral, written and interpersonal communication skills, including demonstrated ability to communicate clearly and effectively to all levels of staff.
- Demonstrated ability to work independently, as well as effectively, in a team environment.
- Experience working successfully on projects in a deadline driven environment where accuracy and attention to detail is required.
