Position Overview

We are currently hiring a temporary Project Management Specialist. This position is responsible for implementation of the City of Guelph Project Management (PM) methodologies, tools, processes, and Policy. Reporting to the Supervisor, Strategic Programs guided by the goals and objectives of the City of Guelph Strategic Plan and committed to the Corporate Values of integrity, excellence and wellness, the candidate will support project management at the City and aid in the achievement of the community vision – to be the city that makes a difference.

Key duties and responsibilities

  • Support the definition, development and maintenance of a centralized framework, processes and tools for project and program management standards.
  • Participate in project teams to support the implementation and application of the Project Management Policy and approved methodologies, tools and processes within all City departments.
  • Provide training, coaching, guidance and support to the City27s project managers in the assessment of project risks and creation of project risk registers, project charters and project management plans with a focus on training and assisting teams with the use of Planisware Orchestra- the City27s digital project management tracking tool.
  • Assists and develops formal project documents including Project status reporting, Project Charters, Schedules, Risk Registers, and Business Cases, amongst others, and ensures project management vigor consistent with protocols of the City and PMI.
  • Conduct studies including audits and pilot programs as directed by departmental leadership.
  • Supports internal benchmarking and continuous improvement initiatives.
  • Track and research best practices, trends, developments and advances in project and program management for potential application in the PMO and throughout City departments.
  • Promote and advocate project management discipline within the organization through implementation of continual improvement and training for project managers.
  • Responsible for writing reports and memos for internal customers, staff, management, and Council as well as SOP27s, technical specifications, and work instructions as required.
  • Attend meetings with City staff, internal departments and external stakeholders as representatives of the City of Guelph.
  • Other duties as assigned.

Qualifications and requirements

  • Considerable experience related to the duties listed above. Experience related to the duties listed above, normally acquired through a university degree in Engineering, Architecture, Business Administration or a related field and experience in project management. Candidates with an equivalent combination of education and experience may be considered.
  • Project Management Professional designation with the Project Management Institute is an asset.
  • Excellent oral and written communication skills with the ability to communicate with all levels of staff, stakeholders, the media, and the public.
  • Excellent interpersonal, leadership and team building skills.
  • Ability to research industry best practices and municipality benchmarking.
  • Knowledge of risk management programs and methodologies.
  • Knowledge of project management methodologies, theories and applications.
  • Experience with auditing and reporting of audit findings.
  • Experience with Planisware Orchestra or similar project management tracking software.
  • Advanced skills in Microsoft 365 including experience with project management systems such as Eclipse, SharePoint, Power BI or similar software
  • Ability to set priorities, manage time and comply with deadlines under pressure.
  • Excellent communication skills with the ability to communicate with all levels of staff, stakeholders and the public.
  • Excellent analytical, problem solving and decision-making skills.
  • Understanding and experience of record management systems is an asset.
  • Adept in data management with advanced skills in data consolidation, analysis, interpretation, and report creation.
  • Ability to work independently as well as with cross-functional team environment.
  • Experience in project management of large capital construction projects is an asset.

 

Hours of work35 hours per week, Monday to Friday, between the hours of 8:30 a.m and 4:30 p.m. This position is eligible for hybrid and flexible work arrangement options (as per current corporate policy).
