Full Job Description
Job Summary:

The Project Engineer is the primary technical point of contact for Repsol, vendors, and the internal project team. The role acts as a liaison between the contractor's engineering team, the Repsol engineering team and Project Manager. The role also serves as the technical integrator across all project phases, ensuring engineering deliverables, design assumptions, and technical interfaces are aligned and execution-ready.

The position is based in Downtown Houston with a hybrid work model of 3 days in the office and 2 days from home.

Key Responsibilities:

Project Planning & Controls
• Work with the Project team to develop basis of design.
• Align project technical objectives with schedule milestones.
• Produce and/or review meeting minutes for project meetings.
• Identify critical path items and coordinate corrective actions.
• Prepare engineering status reports and track action items.

Engineering Management & Integration
• Oversee and manage engineering deliverables across the full lifecycle (development through operation turnover).
• Act as the technical integrator ensuring coordination of engineering and design inputs, assumptions, and interfaces.
• Serve as primary technical interface between EPCs, OEMs, consultants, and internal teams.

Procurement & Contracting
• Support conceptual design packages for RFP development.
• Develop and manage RFP technical exhibits.
• Prepare Request for Price (RFP) packages.
• Review vendor quotes and manage technical bid evaluations.
• Lead bidder clarifications, Q&A, and deviation tracking.
• Support bid evaluations and technical negotiations.

Design & Technical Coordination
• Organize project scope of work and specifications based on company standards.
• Provide engineering technical support from early development through project close out.
• Facilitate technical reviews of civil, structural, electrical and SCADA design documents.

Engineering Reviews & Documentation
• Coordinate internal technical reviews across SMEs and Owner's engineer.
• Manage engineering deliverables and submittal documentation.
• Ensure project adherence to and implementation of Company Standards and technical requirements.

Interdepartmental Coordination
• Coordinate GIS, survey, and geotechnical data inputs through detail design.
• Support environmental and permitting activities.
• Collaborate with interconnection and compliance management to meet utility and ISO requirements.
• Deliver technical documentation to support tax equity and asset rotation.

Construction & Commissioning
• Facilitate constructability review meetings prior to design IFC.
• Coordinate RFIs and field engineering issues with Construction Managers.
• Support commissioning, testing, and performance verification.

Closeout & Improvement
• Review, track and support change management request.
• Oversee as-built documentation and turnover packages.
• Capture lessons learned to improve future project execution.

Qualifications:
• Applied knowledge of electric solar and energy storage projects.
• Knowledge and application of principles in area of solar and energy storage.
• Excellent written and verbal communication skills.
• Well organized and attentive to details.
• Strong focus on safety and the ability to adhere to all safety requirements without exception.
• Ability to manage time efficiently across multiple projects.
• Self-motivated, able to work with minimal supervision and accepts a high degree of personal responsibility for results.
• Willingness to travel to job sites as needed.

Required Qualifications:
• Bachelor's degree in Engineering (Electrical preferred)
• Minimum 5 years relevant experience in the development and execution of large-scale Solar, Wind and BESS Projects.
• Knowledgeable of renewable industry standards and best practices.
• Practical knowledge of relevant Electrical Codes and Standards including but not limited to NEC, NESC, NFPA, API, NEMA, IEEE/ANSI etc.
• Experience in Power System modeling software like PVSyst, SKM, ETAP, PSCAD, PSSE, etc.
• Possessing or in the process of obtaining a PE License and NCEES record is a plus.
• Experience in utility coordination, substation and overhead power line design is a plus.
