Summary
Principal engineering position with an emphasis on managing developments, capital improvement planning and projects, transportation planning and projects and traffic safety.

Essential Duties & Responsibilities

• Coordinates and manages the review of private development plans and proposals, preliminary and final plats, applicable permitting, right-of-way and easement needs, and other developmental applications all while ensuring conformance with engineering-related city rules, design criteria, regulations and ordinances. Coordinates with city staff across departments, developers, engineers, contractors and property owners to address project needs and ensure project delivery.
• Assist with the delivery and preparation of municipal infrastructure projects as assigned, including the preparation of feasibility reports, preliminary and final design, cost estimates, plans, specifications, advertisements for bids, contracts, acquisition of deeds and easements, project delivery, construction management, detailed contract administration, asbuilt record plans and project archiving.
• Assists with administering the city's right-of-way permitting to ensure consistency with the city code and design standards.
• Coordinates and supervises engineering work performed by professional engineering staff and consultants in general engineering and transportation engineering projects, as assigned.
• Administers and coordinates the city's traffic safety program, traffic impact studies, liaison to the Traffic Safety Committee, and regularly monitors road accident data to ensure the safe and efficient functioning of the city's transportation system while ensuring consistency with city policies, the city's Transportation Plan, and the Minnesota Manual on Uniform Traffic Control Devices (MMUTCD).
• Advises and works collaboratively to assist with the management and coordination of the local and regional transportation systems and initiatives including short- and long-range planning and projects, including managing complex county highway projects for the city, as assigned.
• Develops and administers the implementation of the city's American's with Disabilities Act (ADA) Transition Plan.
• Prepares written reports and recommendations to City departments, committees, commissions, and the City Council, as assigned. Attends meetings and makes presentations as necessary.
• Communicates with and responds to issues from developers, residents, property owners and other jurisdictional authorities in a timely and professional manner.
• Performs other related duties as apparent or assigned.

Qualifications
Minimum Qualifications

• Bachelor of Science degree in Civil Engineering with four years of work experience relating to municipal engineering. Certified Professional Engineer (PE) in the State of Minnesota or able to obtain within six months at the time of hire
• Ability to work independently, prioritize tasks and complete work accurately on a timely basis
• Valid driver's license

Desirable Qualifications

• Professional Traffic Operations Engineer certification
• Previous experience in municipal engineering and site/plan development
• Previous engineering and design software experience (i.e. AutoCAD Civil 3D, HydroCAD), construction survey techniques and standards experience (i.e. Trimble) and GIS (ArcView) mapping applications experience
• Fluency in a second language, in addition to English, that has a recognized presence in the community (Spanish, Russian, Hmong, etc.)

• Thorough knowledge of modern principles and practices of civil engineering.
• Thorough knowledge of relevant local, state and federal laws, particularly as they relate to roadway and utilities, transportation, and the Americans with Disabilities Act.
• Proficiency in the use of AutoCAD Civil 3D to create surface models, alignments, profiles, corridors, assemblies, cross sections, pipe networks and generate plan and profile sheets. and ability to utilize pavement management and GIS programs.
• Ability to communicate ideas and explanations clearly in English, both orally and in writing.
• Ability to write routine reports and correspondence, that conform to prescribed style and format.
• Knowledge of and ability to apply proper English, spelling, and punctuation.
• Ability to read and interpret complex engineering plans and specifications, legal documents and professional journals.
• Ability to respond to common inquiries or complaints from developers, contractors, regulatory agencies and the general public in a timely and professional manner.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to work with mathematical concepts, knowledge of algebra, geometry and trigonometry and knowledge of surveying.
• Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
• Ability to use common Microsoft Office programs, such as Word, Excel and PowerPoint, as well as web-based email and timesheet software.
• Ability to establish and maintain positive, professional working relationships with co-workers and supervisors.
• Ability to work with the public in a friendly, tactful manner.

• Supervises Graduate Engineers.

• Ability to establish and maintain effective working relations with co-workers, the public, developers, consultants, contractors and other public agencies.

WORKING CONDITIONS

The normal work environment is a modern, climate-controlled office building, with moderate levels of noise generated by conversations, phones and other office equipment. However, the employee is occasionally exposed to outside weather conditions and the noise, dust and uneven terrain of construction sites and field work.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to sit, stand and move about the office; use hands to finger, handle or feel objects, tools or controls; and reach with hands and arms. The employee is required to speak, hear and see in order to share information, receive instructions and complete tasks using a computer screen. The employee must occasionally lift and/or move up to 25 pounds.
