Work Location & Travel Expectations

This role supports projects across the United States and requires a high level of travel based on business and project needs. Candidates may be based anywhere within the U.S.; however, the selected individual should be prepared for assignments at various project locations nationwide. Travel for this position may reach up to approximately 90%.

Project assignments generally last 10 to 17 months, depending on project duration and operational requirements. While assigned to a project away from home, eligible employees are provided per diem to assist with temporary living and travel-related expenses, in addition to a competitive base salary.

To support project deployment, mobilization assistance may be provided, which can include mileage reimbursement or other approved travel support. Employees may also receive extended weekend rotations approximately once per month, allowing additional time for travel home.

Position Overview

The Project Controls Manager is responsible for leading all project controls functions throughout the full project lifecycle, from estimating and proposal development through project execution and closeout. Th Project Controls Manager establishes and maintains integrated cost, schedule, earned value, risk, and change management systems to ensure projects are delivered safely, on schedule, within budget, and in accordance with contractual requirements.

The Project Controls Manager partners closely with estimating, project management, engineering, procurement, fabrication, construction, finance, and clients to provide accurate forecasting, performance reporting, and commercial oversight. This position serves as the subject matter expert for project controls and drives continuous improvement of project controls processes, systems, and reporting.

Responsibilities

  • Review estimate scope to determine project controls staffing, scheduling, and cost control requirements
  • Evaluate project controls risks and provide recommendations for contingency and escalation provisions
  • Support development of proposal schedules, resource histograms, and progress curves during the estimating phase
  • Participate in estimate reviews, proposal development, pre-mobilization, and project kickoff meetings
  • Lead and oversee all project controls functions throughout the project lifecycle
  • Complete commercial handover from estimating and establish project cost baselines, budgets, revenue forecasts, cash flow projections, accrual methodologies, and reporting structures
  • Develop, maintain, and update integrated project schedules using Primavera P6, including resource loading, critical path analysis, progress curves, and recovery planning
  • Prepare and maintain the Schedule of Values (SOV), project budgets, cost codes, and chart of accounts
  • Establish and administer Earned Value Management (EVM) baselines, Rules of Credit (ROC), and project performance measurement systems
  • Implement and maintain project risk management and change management programs
  • Develop and maintain project reporting processes, including daily, weekly, monthly, and executive reporting
  • Coordinate schedule updates and progress reporting with engineering, BIM, procurement, fabrication, construction, and field teams
  • Produce weekly, six-week, and other required look-ahead schedules
  • Identify critical path activities, long-lead items, schedule risks, and recovery opportunities, escalating concerns as appropriate
  • Monitor project cost performance, maintain Estimate to Complete (ETC) and Estimate at Completion (EAC) forecasts, and perform variance analysis
  • Monitor and report Earned Value Management metrics including BCWS, BCWP, ACWP, CPI, and SPI, identifying trends and recommending corrective actions
  • Prepare and distribute project controls reports, dashboards, KPI packages, and client reporting
  • Lead internal schedule review meetings and participate in client schedule and progress meetings
  • Manage project change control processes, including change logs, impact assessments, and resolution tracking
  • Monitor contractual compliance, including Not-to-Exceed (NTE) limits and commercial obligations
  • Coordinate with Accounts Payable and Accounts Receivable to validate invoices, reconcile commitments, support owner billings, and ensure accurate financial reporting
  • Identify value engineering opportunities and recommend cost-saving and process improvement initiatives
  • Coordinate financial project closeout, including final cost reconciliation, as-built schedules, final reporting, and project documentation
  • Ensure all project documentation, reports, schedules, change logs, and risk registers are maintained within Procore and company document management systems
  • Prepare project closeout reports and communicate lessons learned to project teams and estimating
  • Collaborate effectively with project management, engineering, procurement, fabrication, construction, finance, and client representatives
  • Support continuous improvement initiatives related to project controls processes, reporting, systems, and best practices
  • Promote company values, safety culture, quality standards, and operational excellence while maintaining strong working relationships with internal and external stakeholders

Requirements

  • Bachelor's degree in Construction Management, Engineering, Project Management, Business, or a related field preferred
  • Minimum of 10+ years of progressive project controls experience supporting industrial, mechanical, electrical, commercial, or EPC construction projects
  • Demonstrated experience leading project controls functions on large, complex construction projects
  • Advanced proficiency in Primavera P6, including schedule development, resource loading, and critical path analysis
  • Strong knowledge of construction cost control, budgeting, forecasting, commercial management, and project financial reporting
  • Experience implementing and managing Earned Value Management (EVM) systems
  • Proficiency with COINS, Procore, Microsoft Excel, and Microsoft Office Suite
  • Strong understanding of Schedule of Values (SOV), accrual accounting, cash flow forecasting, Accounts Payable (AP), and Accounts Receivable (AR) processes
  • Experience with project risk management, change management, and contract administration
  • Primavera P6 Scheduling Professional (PSP) and/or PMI Scheduling Professional (PMI-SP) certification preferred
  • OSHA 30 certification preferred
  • Excellent analytical, organizational, problem-solving, and decision-making skills
  • Strong written, verbal, and interpersonal communication skills
  • Ability to prioritize multiple projects and meet deadlines in a fast-paced environment
