Job Description:

Our work depends on a Program Senior Manager joining our team to lead IT and operational professionals supporting the Health Resources & Services Administration (HRSA) and oversight of the Organ Procurement and Transplantation Network (OPTN).

As Program Senior Manager, you will be accountable for program execution, PMO governance, stakeholder engagement across the national transplant ecosystem, and ensuring that OPTN policies, membership activities, and committee operations align with patient safety, performance oversight, and federal requirements.
In this role, a typical day will include:
  • Leading OPTN membership, policy, and MPSC committee operations as the primary liaison with HRSA/HSB and OPTN stakeholders; coordinating activities, negotiating priorities, and resolving cross-organizational issues to ensure timely, transparent, and compliant committee workflows.
  • Strengthening HRSA's OPTN oversight model by advancing patient-safety requirements, case review processes, and program accountability mechanisms.
  • Establishing disciplined program controls that track risks, issues, and action items through resolution; maintaining lessons-learned repositories and delivering recurring program status reports to government leadership.
  • Owning and maintaining the Project Management Plan and Agile backlogs; driving Scrum/SAFe cadences and managing ROMs, LOEs, risk/issue logs, and the Integrated Master Schedule (IMS) to ensure on-schedule delivery for all OPTN/MPSC commitments.
  • Operationalizing patient-safety oversight and compliance frameworks; partnering with transplant centers, OPOs, clinicians, and patient advocates to reinforce governance, monitoring, and response mechanisms that support national performance review and improvement expectations.
  • Centralizing program visibility using Microsoft 365, SharePoint, JIRA, and Power BI to standardize workflows, maintain audit readiness, and provide near real-time insight into progress, resources, financials, and risk posture.
  • Delivering executive-level communications including monthly and quarterly reports, stakeholder maps, governance updates, and data-informed analyses tailored to HRSA and OPTN audiences.
  • Building, leading, and mentoring a high-performing multidisciplinary team (program managers, analysts, technical SMEs, clinical advisors, subcontractors); overseeing subcontractor performance and finances to ensure quality, accountability, and alignment with program expectations.
  • Overseeing financial governance by managing budgets, cost estimates, reconciliation, and compliance with federal standards related to national program fees, oversight authority, and audit requirements.


Required Skills:
  • Bachelor's degree in Computer Science, Information Systems, Engineering, Health, or related field (Master's preferred).
  • 15+ years supporting IT programs and 10+ years leading cross-functional teams.
  • 10+ years of experience in business process re-engineering within technical or system-engineering environments.
  • 2-3 years of direct experience working with HRSA/HSB and relevant federal oversight stakeholders.
  • Demonstrated experience within the OPTN ecosystem (patient safety, membership, policy development, committee engagement) with strong stakeholder relationship management across transplant centers, OPOs, clinicians, and national governance bodies.
  • PMO leadership experience in Agile/Scrum/SAFe, including risk/issue management, ROMs, LOEs, and Integrated Master Schedules (IMS).
  • Proficiency with Microsoft 365, SharePoint, JIRA, and Power BI for integrated reporting and analytics.
  • Change management expertise (Prosci, Lean); PMP/PSM credentials preferred.
  • Active Public Trust clearance (or ability to transfer) and compliance with HRSA residency requirements.

Desired Skills:
  • Experience supporting HHS or Healthcare Service agencies.
  • Microsoft Azure certifications; experience applying healthcare data for analysis and decision support.
  • Exceptional communication skills with the ability to translate complex policy or technical topics for diverse audiences.

The likely salary range for this position is $182,750 - $247,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
