Full Job Description
Job Description

The Program Performance & Controls Analyst is the senior program-management analyst who ensures program schedule, cost, risk, and performance data are accurate, integrated, and presented in a decision-ready format. The analyst owns the Program Controls framework, drives cross-functional data alignment, and supplies the executive-level insight that enables the Program Manager and PMO to keep the program on-track with its baseline and contractual commitments.

What You Will Be Doing

This is an individual-contributor role with full authority over data integrity, reporting standards, and corrective-action recommendations, but without direct people-management responsibility.

Responsibilities will include:
• Controls Framework Ownership: Develop, maintain, and continuously improve the Program Controls Integration Plan (schedule, cost, risk, performance metrics, data-flow, review cadence)
• Data Consolidation and Baseline Management: Collect performance data from all work packages (engineering, production, logistics, supply-chain, PP&C, etc).
• Variance & Trend Analysis: Perform schedule-cost variance analysis (CPI, SPI, TCPI, ETC) each reporting period. Identify at-risk activities, root-cause drivers, and emerging trends; formulate clear corrective-action recommendations for the Program Manager and PMO Lead. Track remediation actions and verify closure with the responsible functional owners.

Integrated Reporting & Dashboarding: Produce performance briefs and executive-level packages that combine schedule, cost, risk, and performance metrics. Tailor reports for senior LM leadership, the Program Manager, the Australian Defence customer, and the PMO. Support senior leaders in delivering performance briefings during customer meetings and internal reviews.

Cross-Functional Coordination & Liaison: Serve as the central point of contact for all performance-control inquiries. Facilitate regular Controls Coordination Workshops to reinforce data-entry standards, review upcoming milestones, and surface integration issues early. Participate in Integrated Product Team (IPT) meetings, providing real-time performance insight that influences planning and trade-off decisions.

Process Improvement & Automation: Identify opportunities to streamline data collection and ensure proper 1LMX integration for program performance and earned value reporting. Lead implementation of tools or workflow enhancements that improve data accuracy, timeliness, and visibility. Conduct periodic program-controls audits; incorporate lessons learned into the Controls Integration Plan.

Compliance & Documentation: Ensure all performance reporting complies with contract requirements, LM internal policies, and applicable government guidelines (e.g., DoD Earned-Value standards). Maintain up-to-date documentation (Program Controls Integration Plan, procedures, templates) in the program repository.
