Full Job Description
Responsibilities

The T-45 Program Operations Support Manager reports directly to the Deputy Program Manager and serves as the principal lead for contract funding management and business operations. The Program Operations Support Manager provides centralized oversight of Contract Line Item Number (CLIN) execution, Over and Above (O&A) funding, contract funding status, indirect cost management, financial forecasting, and business processes while coordinating closely with Program Leadership, Finance, Contracts, Supply Chain, Government representatives, and Site Management to ensure successful contract execution.

Program Operations Management
  • Coordinate with Site Business Managers to standardize processes.
  • Support CFSR creation with program operations team.
  • Monitor contract funding execution across all CLINs.
  • Track burn rates and identify funding risks before impact on operations.
  • Monitor direct labor, indirect labor, materials, and ODC expenditures.
  • Analyze cost performance against budgets and EACs.
  • Support monthly Estimate at Completion (EAC) development.
  • Develop financial dashboards for Program Management.
  • Monitor funding limitations and provide notification of projected shortfalls.
  • Develop Rough Order of Magnitude (ROM) and Basis of Estimate (BOE)
  • Support periodic Business / Finance reviews.
  • Review contract modifications and evaluate funding impacts.
  • Support operational planning by identifying funding constraints and opportunities
  • Support Continuous Process Improvement initiatives to include standardization of processes and development of SOPs.
  • Perform other duties/tasks as assigned by Leadership.

CLIN Management
  • Maintain visibility of funding status by CLIN.
  • Track obligated funds versus expenditures.
  • Review and coordinate funding modification with Contracts and Finance.
  • Monitor remaining funding balances.
  • Identify CLIN execution risks.
  • Ensure expenditures are charged to the proper CLINs.

Over and Above (O&A) Work
  • Manage the complete lifecycle of Over and Above work.
  • Submit O&A CDRLs.
  • Track O&A approvals.
  • Monitor funded versus unfunded work.
  • Track O&A backlog.
  • Monitor O&A profitability.
  • Coordinate closeout of completed O&A efforts.
  • Premium Work
  • Manage Premium Work authorization requests.
  • Track Premium Work funding.
  • Coordinate Government approvals.
  • Monitor execution against authorized funding.

Material & Equipment Directly Used
  • Standard office equipment such as phone, computer, monitors, copiers.

Working Environment
  • Office Setting.

Physical Activities
  • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects

Qualifications

Education / Certifications:
  • This position requires the ability to obtain and maintain a Department of Defense (DoD) CAC (Commons Access Card)
  • Bachelor's Degree preferred in related field
  • Ten(10) years' experience in government contracting minimum.
  • Must be proficient in computerized spreadsheet application and word processing.
  • Must meet any other qualification standards imposed by the government contract not covered by this agreement.

Experience Must haves:
  • Supporting DoD aviation programs.
  • Cost Reimbursable, Firm Fixed Price (FFP), and Indefinite Delivery Indefinite Quantity (IDIQ) contracts.
  • Performing programmatic analysis, research, and data gathering as needed to meet ad hoc requests.
  • Managing CLIN Funding
  • Managing Over and Above work.
  • EAC development.
  • SAP/ERP systems.
  • Briefing senior leadership
  • Supervisory / Budgetary Responsibilities

Preferred:
  • Working knowledge of Company organization and policies.
  • SAP knowledge or other ERP system experience.
  • Working knowledge of Collective Bargaining and the National Labor Relations Act.
  • Working knowledge of the Service Contract Act.
