Job Description
The Program Officer, Transaction Management, oversees all aspects of real estate transactions, including purchase and sales inquiries, due diligence, lease reviews and benchmarking, market intelligence, strategy development, vendor and location sourcing, contract and lease negotiations, governance submissions, portfolio management, planning, reporting, and document execution. They provide guidance to internal and external clients, Managers, and senior leadership, ensuring that strategies and transactions are executed seamlessly and aligned with organizational objectives. The position is based Washington DC or Paris and will report to the Manager, International Real Estate GCSF2 (Europe, Central Asia, Latin America, & Caribbean)
Duties and responsibilities include, but are not limited to:
• Support global real estate transactions and their management, including strategy development, market assessment, sourcing, selection, negotiation, and closing and subsequent landlord relationships.
• Coordinate acquisition, disposition, expansion, contraction, renewal, termination, and relocation activities across multiple, concurrent projects. Ensure seamless execution through meticulous planning, reporting, and recording.
• Coordinate due diligence processes, including property inspections, legal reviews, sellers and lessors' integrity reviews, and financial assessments
• Ensure lease terms and conditions are aligned with the organization's strategic goals and financial parameters.
• Serve as a trusted advisor on commercial real estate, including socio-economic and microeconomic trends, industry developments, workplace strategies, and technological innovations.
• Stay informed about market dynamics and corporate real estate advancements. Educate clients and business leaders unfamiliar with industry practices to build organizational capacity.
• Collaborate with internal teams (e.g., Legal, Budget, Security) and external stakeholders to ensure sound strategies and decisions.
• Actively liaise with landlords and developers to align the World Bank priorities and protect its interests.
• Promote awareness of guidelines and drive adherence to real estate governance standards.
• Lead transaction controllership and due diligence, coordinating with internal functions and external entities as required to safeguard institutional integrity.
• Collaborate with CoE to define in-house versus outsourced tasks, identifying roles, responsibilities, skills, and resource needs for in-house functions.
• Collaborate with CoE to Support the engagement of outsourced services and establish the necessary procedures and guidelines for effective process implementation.
• Maintain proactive and regular engagement with management, regional team and staff to support transaction planning and management.
Note: This vacancy announcement is for one position posted across multiple possible duty stations. That includes Paris and Washington D.C. The selected candidate's duty station will be determined based on organizational requirements and business needs. If the selection is based in Paris, the recruitment type will be local and if the selection is based in Washington DC, the recruitment type will be international
Selection Criteria
• A master's degree and at least five years of experience in Business Administration, Finance, Real Estate, Economics, Architecture, Facilities Management, Project Management, Engineering, or a similar field, or an equivalent combination of education and experience in a corporate environment, including work with international locations and emerging markets.
• Previous experience in real estate transactions on a worldwide basis, with mastery of real estate transactions processes, language, and terms, including ability to write, analyze, and interpret real estate proposals, contracts, leases, and other related documents.
• Advanced presentation and facilitation skills, including abilities to deliver (in person or virtually) end-state analyses and findings, conduct client workshops, lead strategy development discussions, foster listening and learning sessions, and debrief results and lessons learned to internal clients (inclusive of senior management) and/or external audiences.
• Quantitative and qualitative analytic skills on par with traditional management consultants, including strategy development and structuring, data organization and modeling, and presentation creation.
• Outstanding interpersonal skills, with clear client orientation and ability to work in a team-oriented and multicultural environment in multiple time-zones simultaneously.
• Sound project management skills, with proficiency in project management tools, techniques, and technologies, including ability to lead multiple concurrent activities, responding quickly to changing priorities, and delivering against unanticipated demands.
• Excellent written and verbal communication skills, including English fluency, both spoken and written; additional language skills beyond English such as French would be beneficial.
• Relevant Professional certifications, e.g., MCR, RICS, PMP, etc. desirable.
• Mastery of key MS Office tools (e.g., PowerPoint, Excel, Word, Project)
• Ability to travel internationally if/when needed
