DutiesHelp
- Leads the Civil Works Program Management and Performance Team, overseeing nationwide appropriations, resources, and program execution for the Civil Works mission.
- Directs Civil Works budgets, appropriations, work allowances, and resource allocations to ensure compliance with Army, OMB, and Congressional requirements.
- Evaluates program execution, analyzes performance trends, develops metrics, and recommends actions to improve Civil Works program effectiveness.
- Oversees automated program management and budgeting systems that support budget formulation, resource management, program execution, and performance reporting.
- Coordinates with Army leaders, OMB, Congress, Regional Integration Teams, and stakeholders on Civil Works policies, funding, and program execution.
- Supervises staff by assigning work, evaluating performance, developing employees, resolving personnel issues, and ensuring compliance with Army and USACE policies.
- Plans, directs, organizes, and manages the Corps of Engineers Water Resource Development Program.
- Manages appropriations, General Investigations (GI), Construction General (CG), Operations and Maintenance, Flood Control, Mississippi River and Tributaries, General Expense (GE), other supplemental accounts.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of experience equivalent to at least the GS-14 grade level in the Federal service which includes: 1. Managing appropriations for a large Federal program in accordance with applicable laws, regulations, and policy; 2. Analyzing program performance to identify trends and recommend improvements to program execution; 3. Developing performance metrics to evaluate organizational effectiveness and support executive decision-making; 4. Advising senior leaders on budget execution, resource allocation, and program management issues; and 5. Supervising professional employees by assigning work, evaluating performance, and developing staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
