Full Job Description
Torch Technologies is seeking a Program Manager / Test Engineer to join a team specifically focused on Air-to-Ground Weapons This position supports the 28th Test and Evaluation Squadron (28 TES) D0G division.

The Program Manager / Test Engineer position requires a highly motivated individual with experience in air-to-ground weapons. Operating as a lead technical and project management advisor, the contractor will ensure the scientific rigor and technical adequacy of operational test activities. This includes the comprehensive planning, execution, and reporting of complex system evaluations, ensuring that emerging air-to-ground munitions and related technologies meet rigorous mission requirements and address critical capability gaps. To achieve these operational objectives, the individual will leverage advanced mathematical modeling, operations research theory, and Design of Experiments (DOE) to develop innovative methodologies for evaluating weapons system cost-effectiveness and overall performance. Responsibilities include but are not limited to attending or conducting planning meetings, conducting highly complex technical studies and evaluating the impact of new technologies on current force structures. Furthermore, the individual will provide essential advisory support to junior personnel, facilitate the interchange of technical information with government and industry representatives, and present critical findings in high-level briefings. Their independent analysis and resulting recommendations will directly influence top-level leadership decisions regarding the requirements definition, acquisition, and integration of advanced air-to-ground combat capabilities.

Required Qualifications:
  • U.S. Citizenship.
  • A Master's degree in Engineering and at least 8 years of relevant experience OR Bachelor's degree plus 12 years of relevant experience may be substituted for a Master's degree.
  • Previous Rated pilot/Weapons System Officer/test engineer with weapons system employment experience. Experience with fighter/bomber live-fire testing programs or familiarity and or hands on experience employing air-to-ground munitions.
  • Experience in activities involving fighter/bomber aircraft systems upgrades, air-to-ground munitions, including integration of advanced technologies and tactics development of those upgrades and new technologies.
  • Must be able to effectively communicate orally and possess technical writing skills.
  • Ability to obtain and maintain a Top-Secret clearance with SCI access; investigation within the last 6 years.


Preferred Qualifications:
  • Experience in developing operational requirements, Capabilities Performance Documents (CPDs) and supporting ACC directed special access programs.
  • Minimum of 5 years operational or developmental test experience.
  • Weapons system acquisition experience.
  • Active TS/SCI clearance.
  • Staff/Program Manager experience.
