Requirements
We are looking for a Senior Program Manager to lead complex, large-scale federal programs at the intersection of health data, evidence management, and social services delivery. This role is central to Commence's federal growth - you will own end-to-end program execution for clients in the federal health and social services sectors, manage multi-jurisdictional delivery teams, and serve as the primary client-facing leader for some of our most strategically significant programs, including direct interface with agency Contracting Officer Representatives (CORs) and Contracting Officers (COs) on performance, compliance, and program reporting.
The ideal candidate has direct experience managing federal programs involving medical evidence, health records, or clinical data workflows - and understands the operational complexity of delivering consistent, high-quality outcomes across distributed state and federal processing environments.
- Lead end-to-end program delivery for federal health and social services contracts, including multi-site, multi-jurisdictional programs operating across state and federal processing environments
- Manage all program dimensions: scope, schedule, budget, quality, risk, subcontractor performance, and agency stakeholder relationships
- Oversee multi-channel operational workflows including electronic health record retrieval, document intake, evidence normalization, and clinical data processing - ensuring SLA compliance across all delivery channels
- Own the provider and partner relationship ecosystem - including coordination with health IT networks, electronic records systems, and third-party data sources - to ensure timely and complete evidence collection
- Drive program integrity through rigorous quality assurance processes, ensuring all deliverables meet federal compliance standards and non-adjudicative boundaries where applicable
- Manage subcontractor performance within teaming structures, including health IT, retrieval operations, and clinical quality partners
- Lead and mentor a team of project managers, providing coaching, performance feedback, and professional development
- Support the invoicing process, monthly financial reporting, and waterfall projections across CPFF, T&M, and firm fixed price contract types
- Prepare and present program status reports, dashboards, and executive briefings for internal leadership and federal agency clients; lead program kickoffs, quarterly governance reviews, and structured stakeholder engagement activities
- Support business development activities including proposal writing, staffing strategies, pricing, and client presentations
- Drive continuous improvement initiatives to enhance throughput, evidence quality, and agency client satisfaction; champion change management and user adoption strategies to ensure successful rollout and utilization of program solutions across agency end-user communities
Qualifications- Bachelor's degree in business administration, public health, health informatics, operations management, or related field; advanced degree a plus
- 7-10 years of program management experience with a minimum of 5 years in federal health or federal social services programs
- Direct experience managing programs that involve medical records collection, health data processing, clinical documentation workflows, or health information exchange at scale - preferably in a federal disability, benefits, or entitlement program context
- Demonstrated experience delivering programs across multiple state or federal jurisdictions simultaneously, with accountability for consistent SLA performance in heterogeneous technical environments
- Familiarity with federal health IT systems and interoperability standards, including electronic health records, health information exchanges, FHIR-based data exchange, or federal evidence management platforms
- Experience managing programs operating under strict data privacy and security requirements, including HIPAA, PHI handling at scale, and FedRAMP-authorized environments
- PMP certification (preferred)
- Experience managing subcontractor ecosystems on federal health programs, including performance accountability and teaming structure management
- Experience supporting CPFF, T&M, and firm fixed price federal contracts
- Strong executive communication skills - ability to brief senior federal agency leadership on program status, risk, and performance outcomes
- Familiarity with Social Security Administration, CMS, VA, or HHS program environments strongly preferred
