Position Summary

The Program Manager is responsible for providing overall contract oversight, ensuring compliance with the Performance Work Statement (PWS), managing staffing and coverage requirements, and serving as the primary point of contact for the VA Contracting Officer and Contracting Officer Representative (COR). This position supports consistent contract performance, employee readiness, and timely communication with government stakeholders.
Essential Duties and Responsibilities
  • Oversee daily contract operations and ensure required services are delivered in accordance with contract expectations and the PWS.
  • Manage staffing plans and maintain uninterrupted 24/7/365 coverage for all required posts and service needs.
  • Maintain accurate personnel rosters and coordinate staffing-related information with VA Police, as required.
  • Serve as the primary point of contact for the VA Contracting Officer and COR regarding operational matters, staffing updates, and contract performance.
  • Conduct monthly performance evaluation meetings and document key updates, concerns, corrective actions, and follow-up items.
  • Coordinate employee training, onboarding, credentialing, and readiness requirements to support contract compliance.
  • Respond to after-hours operational issues within 60 minutes and coordinate appropriate resolution or escalation.
  • Monitor performance trends, identify operational risks, and support corrective actions when needed to maintain service continuity.
Minimum Qualifications
  • Bachelor's degree or equivalent combination of education and relevant experience.
  • Minimum of three (3) years of supervisory or management experience.
  • Strong organizational, written communication, and verbal communication skills.
  • Ability to manage multiple priorities, maintain accurate records, and respond promptly to time-sensitive operational issues.
  • Must be eligible to successfully complete required government background screening.
