Overview

GovCIO is currently hiring for a Program Manager to join the Military to Civilian Readiness (M2CR) Transition Assistance Program (TAP) team. The selected candidate will provide contracted support to the Department of Veterans Affairs in support of VA’s contribution to the interagency TAP mission, including program management, administration, onsite support operations, curriculum development coordination, training support, data analysis, reporting, and strategic planning.

 

The Program Manager will be a hands-on senior leader responsible for overall contract performance and day-to-day oversight of a geographically dispersed, multidisciplinary team supporting TAP operations across CONUS and OCONUS locations. Strong experience managing resources, schedules, deliverables, risks, staffing, client expectations, and national-scope Federal programs is important.

 

The environment is dynamic and mission-focused, requiring thought leadership, problem solving, rapid learning, disciplined execution, and the ability to lead teams through planning, coordination, implementation, and continuous improvement.

 

This position may include remote/offsite support, periodic support at VBA Central Office in Washington, DC, and coordination with personnel supporting military installations worldwide, as required by contract operations and approved by the Government.

Responsibilities

Creates and maintains integrated project and implementation plans for contract deliverables, including the Project Management Plan (PMP), staffing plan, in-processing plan, training plan, operational deployment plan, curriculum development plan, contractor communication plan, risk assessment and mitigation plan, Quality Control Plan (QCP), and transition plan. Manages a multidisciplinary project team supporting TAP program execution, curriculum, operations, training, data analysis, reporting, and program administration. Reviews, manages, and controls project status, schedules, staffing, risks, issues, budgets, deliverables, and client reporting. Assesses project issues and develops resolutions to meet productivity, quality, timeliness, mission, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for timely intervention, escalation, and problem solving with team members, regional leads, subcontractors, and Government stakeholders.

  • Provide senior-level leadership for TAP contract performance, ensuring all program management, curriculum development and revision, onsite support, training, data analysis, strategic planning, coordination, and implementation requirements are met in an efficient, accountable, and transparent manner.
  • Partner with VA M2CR, the Contracting Officer Representative (COR), Alternate CORs, Government Program Manager, and other stakeholders to strategize, plan, track progress, resolve issues, and maintain alignment with program objectives.
  • Lead implementation of a disciplined, comprehensive, and flexible program management approach, including adherence to the PMP, monitoring of project metrics, rigorous risk management, reporting on schedules, employee onboarding and training, and maintenance of required staffing levels.
  • Oversee a robust regional management model that provides the Government with accurate and timely information on daily operations, including prompt reporting of scheduling, staffing, operational risks, issues, and mitigation strategies.
  • Manage and control Service Contract Act (SCA) contract requirements and support compliance with applicable Status of Forces Agreement (SOFA) programs, requirements, and systems for OCONUS support.
  • Ensure key personnel availability during regular duty hours and same-day acknowledgement of Government requests.
  • Oversee use of the knowledge management system supporting TAP operations, management activities, data collection and reporting, planning activities, training and curriculum activities, event scheduling, version control, communication, and rapid response to recurring and short-notice data calls.
  • Promote high standards of process, quality, professionalism, customer service, and plain-language communication across the team.
  • Identify, manage, and report risks and issues impacting contract progress, staffing, service delivery, curriculum support, data reporting, quality, and program outcomes; develop corrective actions and mitigation strategies.
  • Assure the team monitors, tracks, and provides required Government reports on project schedule, work plan, risks, issues, staffing, training, travel, curriculum development, operations, quality, and performance against targeted dates and goals.
  • Prepare for and participate in recurring program meetings, including Weekly TAP Program Status Briefs, TAP Operations Briefs, Weekly Curriculum 3P Briefings, Quarterly Program Reviews, special focus meetings, and other ad hoc meetings as required.
  • Oversee delivery of weekly, monthly, quarterly, and ad hoc reports, including TAP Weekly Status Reports, TAP Staffing and Training Rosters, TAP Travel Worksheets, Curriculum Development Status Reports, TAP Operations Monthly and Quarterly Reports, Curriculum Monthly and Quarterly Reports, Installation Facilities and Stakeholder Reports, Service Delivery Quality Management Reports, QCP reviews, background investigation requests, PIV requests, and quality control site visit reports.
  • Serve as an escalation point for Government and customer concerns, identify appropriate resolutions, and ensure timely communication that supports client satisfaction and mission continuity.
  • Maintain communication with staff, subcontractors, affected stakeholders, and Government counterparts during transition, phase-in/phase-out, staffing changes, issue resolution, and operational deployment activities.
  • Engage related agencies and senior stakeholders to foster collaboration, support interagency coordination, and ensure strategic alignment across TAP-related efforts.
  • Ensure contractor personnel are fully qualified, properly trained, professional, and compliant with applicable VA access, privacy, information security, PIV, background investigation, and Rules of Behavior requirements.
Qualifications

Required Skills and Experience

  • Bachelor’s degree (or commensurate experience) and 15+ years of experience is required
  • 5 years of demonstrated expertise leading teams and managing programs of national scope in the Federal Government or Department of War/Department of Defense environment
  • Experience managing and controlling SCA contracts
  • Familiarity with applicable SOFA programs, requirements, and systems
  • Must possess and maintain Project Management Professional (PMP) certification, or an equivalent industry-recognized project management certification, throughout the duration of the contract.
  • Must have a proven track record of engaging with related agencies at a senior level to foster collaboration and ensure strategic alignment.
  • Must have experience managing geographically dispersed, multidisciplinary teams and issuing direction, schedules, controls, and reporting needed to ensure effective program execution.
  • Must have experience developing and managing integrated project plans, staffing plans, training plans, operational deployment plans, communication plans, risk and issue management processes, quality control processes, transition plans, and recurring client reporting.
  • Ability to monitor project metrics, staffing, onboarding, training, schedule performance, risks, issues, deliverables, quality, and customer satisfaction.
  • Excellent verbal communication, oral presentation, analytical, written communication, and executive-level briefing skills.

Preferred Skills and Experience

  • Prior experience supporting VA, TAP, military-to-civilian transition, Veterans benefits, workforce readiness, training delivery, or related Federal benefit programs.
  • Experience supporting CONUS and OCONUS operations, military installations, regional hub-and-spoke operating models, or large geographically dispersed field support programs.
  • Experience overseeing curriculum development, training operations, data analysis, knowledge management systems, and executive reporting in a Federal program environment.
  • Experience with VA privacy, information security, PIV sponsorship, background investigation, and Rules of Behavior processes.
  • Federal Government contracting experience supporting large, complex, multi-year programs.
