The Opportunity:Tetra Tech is seeking an experienced Program Manager to oversee day-to-day program operations in Puerto Rico. The Program Manager will oversee staff, track priorities and deliverables, manage stakeholder communication, program planning, reporting, compliance, and issue resolution. This role is well suited for a highly organized professional with experience in federally funded, disaster recovery, infrastructure, or construction programs who thrives in a collaborative environment and can help ensure smooth and effective program execution.
Position Summary:The Program Manager will oversee all Program Operations and supervise and coordinate day-to-day operations with the Program Staff.

- Maintain a complete understanding of all applicable federal, state, local, and CDBG-MIT Program policies, requirements, and procedures; and shall possess knowledge of regulatory and statutory compliance requirements for CDBG MIT or similar programs/projects.
- Act as the main point of contact between the PRDOH and the Applicants.
- Formulate, organize, and monitor the overall performance of the projects.
- Decide on suitable strategies and objectives; coordinate cross-project activities; develop and control deadlines, budgets, and activities; apply change, risk, and resource management.
- Assume responsibility for the program's performance and its staff; assess program performance and aim to maximize it; resolve program issues; prepare and review reports to the PRDOH; and maintain a complete understanding of all applicable Program policies, requirements, and procedures.
- Coordinate, review, and endorse budget proposals, and discuss proposed and significant changes in conjunction with program participants and PRDOH.
- Oversee the adherence to timelines, compliance with requirements and implementation lifecycle to ensure compliance with the CDBG-DR and CDBG-MIT Programs requirements for reliability, contractual agreements, and cost-reasonability.
- Participate in the decision-making process related to the renewable energy source integration required by Puerto Rico's current laws and regulations.
- Analyze and report data to develop a complete and accurate picture that informs decisions regarding the management, quality, and control of projects.
- Identify, apply, and evaluate schedule, cost, quality, and risk control techniques to support the monitoring, managing, and reporting of costs.
- Maintain open lines of communication with all relevant decision makers and stakeholders to keep all parties informed of regulatory changes as they may apply to the projects.
- Be available on-call and to attend program status and progress meetings.
- Additional duties, as assigned.
Required Qualifications:- Must have a bachelor's degree from an accredited institution in Engineering, Architecture, Construction or Project Management required. Master's Degre preferred.
- Must have at least five (5) years of experience in federally funded programs management or related field.
- Must have 10 years of Project Management experience in construction or engineering projects.
- Must be located in Puerto Rico.
- A self-starter mentality and experience taking ownership of projects with limited direction;
- Ability to thrive in a low-ego, highly collaborative work environment;
- Excellent time management and organization skills, as well as the ability to execute multiple projects with overlapping timelines;
- Candidate must be in good physical condition, able to carry up to 35 lbs. while walking and possibly hiking, bend, lift relatively heavy loads, and tolerate some weather extremes (heat and cold);
- Written and verbal Spanish and English proficiency;
- Must possess a valid driver's license with a clean driving record without restrictions.
Preferred Qualifications:- 10 years of Project Management experience power generation and/or renewable energy projects.
Physical Requirements: All candidates must be in Puerto Rico to be considered for the position.
Work Environment / Environmental Factors:This is a hybrid position requiring regular in-office collaboration at our San Juan/Guaynabo or Orocovis, Puerto Rico office. Employees are expected to work onsite at least 2 days per week, with remote work available on the remaining days based on operational needs.
Compensation: The salary range for this position is $120,000 - $140,000 (depending on experience). The base salary range represents the low and high end of the compensation scale for this role. Actual salaries will be determined based on location, experience, responsibilities, and qualifications.
