Program Manager
Essential Duties & Job Functions:
• Serve as the primary Government / contractor interface for all aspects of services and deliverables required under the contract.
• Ensure all contract deliverables, reports, and required submissions are completed accurately and on time in accordance with the deliverable schedule.
• Exercise authority to act and make decisions on behalf of the contractor regarding personnel, operational issues, and contract performance.
• Supervise contract personnel, including time and attendance, appraisals, counseling, retraining, corrective actions, and performance improvement plans.
• Maintain accountability for the performance of all contractor personnel.
• Ensure all personnel are properly trained, licensed, and certified to perform assigned duties, including MHE licensing and OSHA compliance requirements.
• Maintain training records and provide certification documentation to the COR / ACOR as required.
• Coordinate and facilitate monthly COR meetings, including agenda preparation, supporting reports, progress updates, meeting documentation, and corrective action plans when required.
• Provide daily time and attendance reporting for all contract personnel, including start/end times, leave, absences, late arrivals, and early departures.
• Coordinate and report all safety incidents, accidents, property damage, and mishaps, including required investigation reports and corrective actions.
• Ensure compliance with all applicable fire, safety, security, OSHA, and command regulations.
• Oversee contract billing support, invoice package reviews, procurement support documentation, and monthly summary reporting.
• Maintain mishap statistics and annual safety reporting requirements.
• Develop, implement, and enforce a written safety and occupational operations plan.
• Performs related work as assigned.
Job Requirements (Education, Experience, Professional Associations)
Education
• Bachelor's degree in any technical or business discipline
or
• At least ten (10) years of Department of Defense related business experience in Plant Property & Equipment / Asset Management
Experience
• Minium of ten (10) years of management experience in material accountability, major project or program level management of contractors/subordinates, and performance of physical inventories
• Knowledge of warehouse storage management plans and accepted warehousing methods
• Knowledge of supply functions, operations, program requirements, and work methods
• Knowledge of warehousing procedures, material handling techniques, receiving, issuing, and preservation activities
• Proficient in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and Adobe Acrobat
Clearance
• Must be a United States Citizen
• Must have an active Secret Clearance
