Job Summary
The Program Manager is responsible for the organized planning and implementation of efforts under the Municipal Separate Storm Sewer System (MS4) permit program.This position manages assigned capital projects to assure the coordination and completion of said projects on time, within the budget and achieves the scope of work. Project types include, but are not limited to stormwater management, water quality and nutrient removal, minimum control measures implementation, restoration planning, roadway, and marine construction projects. This position also maintains and collects data for County assets and stormwater responsibility.

The hiring salary for this position is $82,638 annually; full salary range for this position is $82,638 - $142,355 annually.
Essential Functions

1. Serves as a liaison between County personnel and contractors or consultants regarding the municipal separate storm sewer systems (MS4) program.
2. Perform management tasks for multiple types of County improvement projects, i.e., stream channel restoration, stormwater management (SWM) facilities, coastal resilience, nuisance flooding, wetland mitigation, TMDL sediment reduction, drainage improvements, infrastructure maintenance and grant development projects.
3. Responsible for overseeing, monitoring, and tracking the day-to-day quality and progress for design and construction of moderately complex capital infrastructure projects.
4. Assist the Senior Program Manager with preparation of reporting documents and data management to help reach the MS4 regulatory compliance reporting goals.
5. Evaluate citizen inquiries, investigate concerns and complaints, recommend solutions, and provide status reports.
6. Provides administrative and coordinating support for the MS4 programmatic Minimum Control Measures related to post construction inspection activities for maintenance and illicit discharges.
7. Performs/coordinates field data collection for GIS databases or associated applications for County assets. To include but not limited to, storm drains, culverts, stormwater management (SWM) devices, and other public site conditions in support of the MS4 Program.
8. Provides support, information, and updates on maintenance of the databases that identify the location, description, specific identification, and rating/condition of County assets.
9. Generate summary reports to address an asset's condition that identifies the necessary work required to correct the deficiency with the County items.
10. Updates information regarding the repair or replacement of a County owned and maintain items along roadways, stormwater management facilities, drainage ways, and public sites.
11. Install and track inventory medallions at storm drainage inlet locations.
12. Performs as-built site plan reviews and database tracking support of project closeout and post construction monitoring efforts under the MS4 Program.
13. Provide support as needed for the preparation of easement documents, exhibits or drawings; and meets with the public regarding project development or property acquisitions.
14. Review/prepare/process engineering proposals, contracts, purchase requests and invoices for assigned projects.
15. Assist with training and general housekeeping events.
16. Performs general research, administrative tasks, and monitors, organizes, and maintains physical and computer digital files for the MS4 Division.
17. Coordinates engineering planning and project management services for assigned projects.
18. Performs other duties as assigned.

Required Knowledge, Skills, and Abilities

1. Ability to gain thorough knowledge of St. Mary's County Government policies and procedures;
2. Ability to act as a representative of St. Mary's County Government in the community;
3. Reasonable knowledge of principles and practices of engineering;
4. Substantial knowledge of stormwater management, road construction, site development, marine construction, mapping, computer aided design, and database management.
5. Ability to effectively communicate and coordinate with other staff members as well as work together with private consultants or professionals;
6. General knowledge of GIS mapping and proficient ability to help maintain database information.
7. Ability to use independent judgment in resolving problems as they relate to the various aspects of project management;
8. Capable to review and analyze existing information and make informed decisions;
9. Able to use available resources to research information, to keep accurate records, prioritize, and multitask;
10. Preferably able to use mobile applications (i.e. Cityworks) that will assist in the data collection for capturing the condition, location, and description of County assets;
11. Skilled to operate relevant computer systems, including hardware and software.

Education and Experience

Education and Experience:

1. Bachelor's Degree, or
2. Four years or more of related professional experience, or
3. Any equivalent combination of acceptable education, technical training and experience which has provided the knowledge, skills and abilities cited below may be considered.

Additional Requirements:

1. Must successfully pass background investigation with favorable results;
2. Must pass a pre-employment drug test.

Physical and Environmental Conditions:
Work demands occasional strenuous effort, for example, handling of moderately heavy boxes, moderately heavy tools, equipment, or materials of 30 to 60 pounds.

Outdoor work environment can involve high risk with exposure to potentially dangerous situations or unusual environmental stress which requires a range of safety and other precautions, e.g., aggressive human behavior, poor outdoor weather conditions, or similar situations where conditions cannot be controlled.
