Full Job Description
***This is for a future opportunity*** MANTECH seeks a highly accomplished and strategic Program Manager (PM) to serve as a designated Key Personnel for an enterprise-scale Federal Information Technology support services contract. This is an onsite position in Annapolis, MD. In this high-visibility role, you will serve as the primary interface between corporate leadership and Federal Agency stakeholders. You will be directly responsible for overarching technical execution, schedule, financial performance, and resource management of a complex, large-scale national security IT operations and modernization ecosystem. The ideal candidate will blend authoritative IT project management methodologies with deep operational familiarity in mission-essential applications, ensuring seamless 24/7 mission continuity and agile system evolution in support of the national security mission. Responsibilities include but are not limited to:
  • Serve as the primary point of contact for the Government Contracting Officer (CO) and Contracting Officer's Representative (COR), ensuring full alignment with contract compliance, performance metrics, and service level agreements (SLAs).
  • Oversee diverse teams executing 24x7x365 Operations & Maintenance (O&M), application modernization, and advanced data analytics using modern cloud frameworks and agile methodologies.
  • Lead operational transition milestones, including incoming/outgoing phase-in operations, and establish robust risk-management frameworks to minimize disruption to live national security pipelines.
  • Manage program budgeting, resource forecasting, and sub-contractor integration, maximizing operational efficiency across all functional task areas.
  • Foster a culture of continuous improvement, driving human-centered design and modern data management strategies into legacy federal application environments.
Minimum Qualifications
  • Bachelor of Science (B.S.) degree from an accredited institution in Computer Science, Information Technology, Engineering, Business Administration, or a closely related technical field.
  • Minimum of 15 years of progressive, relevant experience managing large-scale federal IT programs, enterprise application development, or complex systems engineering contracts.
  • Active Project Management Professional (PMP®) certification from the Project Management Institute (PMI).
Preferred Qualifications
  • Proven track record of managing a federal contract or task order valued at over $100M with a heavy focus on DevSecOps and IT Operations and Maintenance (O&M).
  • Program leadership experience leading teams of 100+, delivering firm fixed price (FFP) services.
  • Direct operational experience supporting the Department of Homeland Security.
  • Current and active Program Management Professional (PgMP), ITIL, FinOps, or SAFe certification(s).
  • Practical familiarity with DevSecOps architectures, cloud migration strategies (AWS/Azure GovCloud), and Scaled Agile Framework (SAFe) environments.
Clearance Requirements
  • Must have a current/active Secret clearance with the ability to obtain a favorable DHS Suitability determination.
Physical Requirements
  • Must be able to remain in a stationary position 50% of the time.
  • Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
The projected compensation range for this position is $165,900.00-$297,100.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
