MAXISIQ is seeking a Program Manager (PM) to serve as the senior leader and single point of contact for the MuTC Advanced Cyber Center - Testing, Training, and Experimentation (MACC-TTE) program supporting the Indiana National Guard (INNG) at Muscatatuck Training Center in Butlerville, Indiana. The PM will provide overall program leadership, contract execution, staffing oversight, and customer engagement across all task orders under the contract, coordinating with the National Guard Bureau (NGB), Office of the Secretary of War (OSW), the Joint Staff, U.S. Service Components, and Joint, Interagency, Intergovernmental, and Multinational (JIIM) partners. This role is designated Key Personnel and is contingent upon contract award.
Key Responsibilities
• Serve as the senior program leader and primary point of contact between MAXISIQ and the Government customer.
• Own end-to-end program execution including scope, schedule, budget, quality, and risk management across all task orders.
• Lead program-level planning, staffing, resource allocation, and subcontractor oversight.
• Ensure compliance with contract terms, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and applicable DoD cybersecurity policies.
• Manage program financials, invoicing, and monthly reporting to Government and MAXISIQ leadership.
• Direct cyber range, IT-OT, and DoD Cyber Test Range knowledge into program execution, integrating technical delivery with operational and mission requirements.
• Support proposal, task order, and change management activities including staffing plans, technical volumes, and cost narratives.
• Provide mentorship, performance management, and career development for program staff.
Qualifications
Required Qualifications
• Education: Bachelor's degree from an accredited institution.
• Certification: Active Project Management Professional (PMP) certification (Project Management Institute).
• Experience: Minimum of 7 years of program or project management experience in a DoD or Federal environment, including full software/system delivery lifecycle (SDLC), budget, schedule, and risk management. Documented experience leading programs with RMF/ATO activities and CMMI Level 3 (or equivalent) process discipline is preferred.
• Domain Knowledge: Working knowledge of cyber range, IT-OT, and DoD Cyber Test Range environments; minimum 5 years of directly related knowledge preferred.
• Clearance: Active TS/SCI security clearance required at start.
• Communication: Proven ability to communicate effectively with senior Government stakeholders, industry partners, and internal executive leadership.
Preferred Qualifications
• Prior experience as a named Key Personnel Program Manager on an active DoD contract.
• Direct experience managing cyber training, cyber test, or cyber range programs.
• Familiarity with Army cyber programs and MACC-TTE or similar test/training environments.
