Job Responsibilities The Government Relations Liaison serves as a key legislative liaison for SCDOT, supporting the governmental relations efforts on behalf of SCDOT and serving as the primary constituent services point of contact for the Secretary of Transportation Office.
State Government Relations Liaison: Maintains relationships with the appropriate staff members of the Governor's Office, the General Assembly, other state agencies and transportation industry groups with interests related to SCDOT. At the direction of the Deputy Chief of Staff for Government Relations, tracks relevant legislation and attend relevant hearings. Tracks the annual budget, including state earmarks. Provides support to the Director of State Government Relations including the preparation of educational materials for the General Assembly.
Constituent Services: Leads activities within the Secretary of Transportation Office to receive conflicts, concerns, and other problems that constituents may have, receiving concerns impartially and with exceptional interpersonal skills. Specifically assigned to resolve legislative constituent concerns and will work closely with staff and members of the General Assembly, Governor's Office and South Carolina federal legislative delegation. Will work with the appropriate SCDOT units to investigate, research, and understand the concern, seeking to provide a timely resolution to the constituent directly or through the appropriate office. Will maintain a tracking system for constituent requests.
Federal Government Relations: Supports the Director of Grants and Federal Governmental Relations during peak points in federal activities. Prepares and provides letters of support after vetting requests in coordination with internal divisions.
Legislative Tracking and Accountability: Under the direction of the Deputy Chief of Staff for Governmental Relations, develops and maintains a legislative tracking system to support both the agency's governmental relations efforts. Coordinates with other SCDOT offices and divisions to ensure both internal and external stakeholders are informed about upcoming legislative and policy changes that might impact SCDOT. Supports the agency's transparency efforts, publishing relevant reports and documents to the website for members of the public to stay informed.
Annual Accountability Report: Prepares and submits the agency's Annual Accountability report as required by state law. Coordinates with internal divisions to collect required information and update the annual report. Coordinates with the Department of Administration to ensure submission is accurate and delivered on time. Distributes the report to the required entities, including the General Assembly, and publishes the Annual Accountability Report on the SCDOT website. Performs other related duties as assigned.
Minimum and Additional Requirements A bachelor's degree and five (5) years of relevant program management experience; or an approved acceptable equivalence.
The physical demands for the essential functions of this position include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies.
