Program Manager - Hanford General Support Services

TechSource a Salas O'Brien Company is hiring a Program Manager (PM) who will serve as the primary on-site leader for the General Support Services (GSS) Contract supporting the U.S. Department of Energy (DOE) Hanford Field Office (HFO). This position oversees all contract activities, ensuring effective program delivery, regulatory compliance, and alignment with DOE mission objectives. The PM manages multidisciplinary teams providing technical, administrative, scientific, and programmatic support for the oversight and coordination of the Hanford Mission.

Responsibilities:
Leadership and Oversight
  • Serve as the primary point of contact between DOE HFO leadership and the contractor organization.
  • Maintain managerial and supervisory control over all personnel assigned to the contract.
  • Provide strategic leadership to ensure all deliverables and services are completed on schedule, within scope, and to DOE standards.
  • Lead program planning and execution, integrating multidisciplinary technical and administrative teams across HFO support functions.
  • Ensure the timely submission of high-quality deliverables, reports, analyses, and documentation.
Program Management
  • Develop and manage program work plans, schedules, and staffing aligned with contract performance requirements.
  • Oversee project planning, cost estimating, risk management, performance measurement, and earned value management (EVM).
  • Support oversight of field activities, analyses, technical evaluations, and document development to assist DOE in mission execution.
  • Manage and monitor scope changes and staffing levels in coordination with DOE and company leadership.
  • Maintain compliance with Federal, DOE, and contract-specific regulations, including safety, security, and environmental standards.
Stakeholder and Communication
  • Foster effective collaboration between DOE staff, contractors, and external stakeholders.
  • Facilitate communication and coordination among technical, administrative, and field oversight teams.
  • Prepare and deliver presentations, briefings, and reports to DOE and other stakeholders.
  • Uphold the highest standards of professionalism and confidentiality, ensuring all personnel adhere to NDA requirements.
Personnel and Resource Management
  • Ensure all staff maintain required training, certifications, and security clearances.
  • Provide mentorship, performance management, and development opportunities for staff.
  • Coordinate with DOE for Government-furnished resources and manage contractor-furnished materials, supplies, and equipment.
  • Maintain workforce flexibility to accommodate staffing level fluctuations (+/- 15%).

Qualifications and Experience:
Education and Experience
  • Bachelor's degree in Engineering, Science, Business Administration, or a related field (Master's preferred).
  • Minimum of 10 years of progressive experience in program or project management within DOE, Federal, or large-scale environmental or technical support environments.
  • Demonstrated experience in leading multidisciplinary teams in complex technical and administrative environments.
Knowledge and Skills
  • Expertise in DOE or Federal project management, including acquisition, budget, and contract management.
  • Strong understanding of environmental cleanup, nuclear operations, safety, and compliance oversight.
  • Proficient in program integration, scheduling, and performance reporting.
  • Excellent written and verbal communication skills, with the ability to synthesize complex information for diverse audiences.
  • Proven leadership in fostering collaboration across technical, administrative, and regulatory stakeholders.
Certifications
  • PMP or equivalent professional certification preferred.
  • DOE or Federal facility management certifications a plus.

Location: Primary work location is on-site at the Hanford Field Office in Richland, WA, with some approved remote flexibility. Requires the ability to obtain and maintain a DOE security clearance.

Travel: Travel may be required in accordance with Federal Travel Regulations.
