Position Overview

We are seeking an experienced Program Manager to lead the successful delivery of government contracts supporting federal and state agencies. The Program Manager will serve as the primary point of contact for clients, oversee contract performance, manage cross-functional teams, and ensure delivery of high-quality services in accordance with contract requirements, budgets, and schedules.

The ideal candidate has a strong background managing complex government programs, leading multidisciplinary teams, and maintaining excellent customer relationships while ensuring compliance with contractual and regulatory requirements.

Key Responsibilities

  • Provide overall program leadership and management for government contracts and task orders.
  • Serve as the primary liaison between the client, company leadership, subcontractors, and project teams.
  • Ensure contract deliverables are completed on time, within scope, and within budget.
  • Develop and maintain program plans, schedules, risk registers, and performance metrics.
  • Monitor program performance and proactively address risks, issues, and dependencies.
  • Build and maintain strong relationships with government stakeholders and client leadership.
  • Facilitate regular status meetings, program reviews, and executive briefings.
  • Ensure client satisfaction through proactive communication and responsive issue resolution.
  • Support strategic discussions and identify opportunities for program growth and innovation.
  • Manage program budgets, staffing plans, and resource allocations.
  • Track contract funding, burn rates, and financial performance.
  • Support invoicing activities and review program financial reports.
  • Ensure compliance with contract terms, federal regulations, and company policies.
  • Coordinate with Contracts, Finance, and Human Resources teams to support program operations.
  • Lead and mentor project managers, technical leads, business analysts, and support staff.
  • Support recruiting, onboarding, and workforce planning activities.
  • Foster a collaborative, high-performing team culture focused on quality and accountability.
  • Conduct performance reviews and provide ongoing coaching and development.
  • Ensure adherence to project management methodologies, quality standards, and organizational processes.
  • Monitor contract performance against service-level agreements (SLAs) and key performance indicators (KPIs).
  • Support audits, compliance reviews, and reporting requirements.
  • Maintain awareness of federal and state regulatory requirements impacting program delivery.


Minimum Requirements

  • Bachelor's degree in Business Administration, Information Technology, Healthcare Administration, Public Administration, or a related field.
  • 8+ years of program or project management experience, including 5+ years managing government contracts.
  • 5+ years of experience supporting healthcare, health IT, CMS, or other healthcare-related government programs.
  • Experience managing Agile delivery teams.
  • Demonstrated experience managing multi-disciplinary teams and multiple concurrent projects.
  • Strong understanding of contract management, budgeting, staffing, and risk management.
  • Excellent written, verbal, and presentation communication skills.
  • Experience using project management tools such as Jira, Confluence, Azure DevOps, Microsoft Project, Smartsheet, or similar platforms.
  • US Citizenship required or be a Permanent Resident.
  • Must reside in the Continental US.
  • Depending on the government agency, specific requirements may include public trust background check or security clearance.


Preferred Qualifications

  • PMP certification or equivalent project management certification.
  • Direct experience supporting the Centers for Medicare & Medicaid Services (CMS).
  • Experience supporting government contracting environments and working with subcontractors.
  • Familiarity with federal acquisition regulations (FAR) and government contracting best practices.
  • Experience leading healthcare digital transformation, data modernization, or interoperability programs.

$180,000 - $200,000 a year

The likely salary range for this position is $180,000-$200,000. The salary offered will depend on several factors including, but not limited to, relevant experience, skills, education, geographic location, internal equity, business needs, and other factors permitted by law.
