Full Job Description
Position Summary:

The Vehicle Programs and Services division is responsible for the development of national standards and best practices, interoperability framework, guidance documents and model legislation, and optional centralized services including implementation, and operations of the Electronic Titling program. In addition, the division is also responsible for the BPEVR and ELT programs.

The Program Manager will lead the strategic planning, roadmap development, and execution of the Electronic Titling programs. This role combines strategic thinking with hands-on execution, requiring a leader who can develop comprehensive program strategies, create detailed roadmaps, manage complex budgets, and drive successful implementation across multiple stakeholder groups. The position demands expertise in program management, strategic planning, financial management, and the ability to translate vision into measurable results.

Essential Duties and Responsibilities:
  1. Strategic Planning & Vision Development (20%)

  • Support development of comprehensive 3-5 year strategic plans for Electronic Titling programs aligned with organizational objectives and industry trends
  • Work with supervisor in strategic analysis of market conditions, competitive landscape, and regulatory environment to inform program direction
  • Participate in strategic planning sessions with senior leadership, stakeholders, and cross-functional teams
  • Recommend strategic opportunities for program expansion, enhancement, and optimization
  • Create communication strategies that align stakeholder expectations with program objectives


  1. Program Roadmap Development & Management (25%)

  • Develop detailed program roadmaps spanning 12-24 months with clear milestones, dependencies, and deliverables
  • Create integrated roadmaps that align Electronic Titling program initiatives with interdependent programs and technical systems
  • Design phased implementation approaches that minimize risk while maximizing value delivery
  • Establish roadmap governance processes including regular reviews, updates, and stakeholder communications
  • Lead prioritization processes to rank initiatives by strategic value, feasibility, and resource requirements
  • Identify and manage cross-program dependencies, resource conflicts, and integration points, and develop contingency planning for critical roadmap elements
  • Create communication plans that keep stakeholders informed of roadmap progress and changes


  1. Program Execution & Delivery Management (35%)

  • Lead execution of complex, multi-stakeholder initiatives from conception through delivery and post-implementation evaluation
  • Manage program execution using established project management methodologies (Agile, Waterfall, Hybrid approaches)
  • Coordinate cross-functional teams including IT, legal, finance, communications, and external vendors
  • Manage program risks and issues
  • Develop and maintain program documentation including policies, procedures, and best practices
  • Coordinate audits and regulatory reviews, when necessary
  • Implement quality control processes that prevent issues and ensure consistent program delivery
  • Directly manage day-to-day program operations and tactical decision-making
  • Lead regular team meetings, sprint planning, and operational reviews
  • Supervise project staff, setting goals, managing performance, and providing mentorship
  • Monitor daily/weekly progress against roadmap milestones and deliverables
  • Resolve operational issues and escalate strategic decisions to supervisor
  • Prepare status reports and executive briefings for supervisor review
  • Coordinate directly with IT teams on technical implementation and system integration


  1. Budget Management & Financial Planning (20%)

  • Develop comprehensive annual and multi-year budgets for Electronic Titling programs based on strategic plans and roadmaps
  • Create detailed budget models that account for personnel, technology, vendor contracts, and operational expenses
  • Conduct cost-benefit analysis for proposed initiatives, when needed
  • Track and report program financial performance against budget with monthly reporting and variance analysis
  • Recommend budget allocations and reforecasting
  • Execute procurement processes and manage vendor contract negotiations
  • Analyze user fee structures and recommend optimizations to support program sustainability
  • Develop financial models for new program initiatives and service offerings
  • Coordinate with stakeholders on fee structures

Formal Education:

Master's degree from an accredited institution, preferably in computer science or business administration, or equivalent professional experience.

Knowledge, Skills and Abilities Required:

  • Minimum of ten (10) years of relevant experience with minimum five years (5) of program management experience with demonstrated success leading complex, multi-stakeholder initiatives
  • Experience should include planning, scheduling, cost estimations, creating work breakdown structures, & effective use of PM tools
  • Ability to create and manipulate project deliverables, technical documents and presentations using the MS Office Suite, MS Project and MS Visio.
  • Strong strategic thinking abilities with experience developing multi-year strategic plans and roadmaps
  • Excellent analytical skills with proficiency in data analysis, financial modeling, and performance measurement
  • Ability to synthesize complex information and translate it into actionable strategies and plans
  • Demonstrated ability to lead cross-functional teams and coordinate with external stakeholders
  • Strong financial management skills including budget development, financial analysis,
  • Strong leadership as well as verbal and written communication skills.
  • Ability to travel frequently
