The Opportunity

The City is inviting applications for a Program Manager - Asset Management who will be responsible for leading, developing, and implementing the City's overall fixed asset management program.

Accountabilities

- Establishing the framework for asset management that ensures that the City has the capacity to maintain its infrastructure and make strategic decisions about future investments.
- Development of Asset Management Strategies and Plans.
- Preparation of the City's state of the infrastructure report, annual year-end financial reporting related to fixed assets
- Coordinating data collection efforts across City departments (Asset inventories and condition assessments). Prepare and review timely asset management reports.
- Designing and implementing solutions for end to end Asset management lifecycle, investigating current practices and designing business processes that incorporate best practices in Asset Management
- Advising SEC and Council around how the City's assets are meeting the needs of its citizens and other stakeholders (service levels)
- Collaborating with the Manager of Budget and Treasury in the development of short and long-term capital budgets, and annual operating budgets.
- Developing the business cases and funding proposals pertaining to fixed assets along with the Manager of Budget and Treasury
- Optimize asset life-cycle costs while achieving defined levels of service
- Direct, Monitor and Supervise team performance.
- Perform other duties and responsibilities that may be necessary

Qualifications

Degree/certification in Accounting (Designation required), Engineering, Asset Management or related field.

Expertise in Microsoft Office package, including Outlook, Word and Excel

Experience
Minimum 5 years proven experience in public sector (preferably municipal) in asset management or related field, with some experience in a supervisory capacity.

The following would be considered assets:
• Possess working experience with Revenue Optimization Systems
• Excellent knowledge of the asset management industry and investment products.
• Seasoned professional with the knowledge, skills and experience needed to manage multiple and/or complex products.
• Experience developing and managing budgets and carrying out financial modelling
• Strong, proven project management skills with a demonstrable track record of delivering projects on time, on budget and identifying key project risks
• Strong verbal and written communication skills with ability to work effectively in a team,
• Strong ability to think analytically and strategically, and to execute tasks tactically
• Strong ability to work in a fast-paced environment within tight schedules and meet strict deadlines
• Ability to work effectively with all levels of professionals in the organization and achieve team goals
• Excellent ability to give attention to detail, prioritize and perform multiple tasks together and still achieve accuracy
• Experience negotiating and finalizing contracts with third party vendors, e.g. custodians, depositories and technology solution providers.

Working Conditions

Position is primarily office based work but will involve site visits where appropriate PPE may be required.

Monday - Friday
9:00 a.m. - 4:30 p.m.
